PROMESE/CAL con resultados impecables en auditoría realizada por la Contraloría. Administración actual acogió observaciones y enmendó hallazgos de Contraloría tras recibir informe preliminar

SANTO DOMINGO.- El informe de auditoría realizado por la Contraloría General de la República al Programa de Medicamentos Esenciales y Central de Apoyo Logísticos (PROMESE/CAL), desde el 1 de septiembre de 2020 hasta el 30 de abril del 2021, indica que los hallazgos fueron subsanados por la institución inmediatamente el programa recibió la auditoría preliminar.

Así lo resaltó PROMESE/CAL en una nota de prensa, luego de que se publicaran 19 informes de auditorías que corresponden a la actual gestión del presidente Abinader, por instrucción del propio mandatario.

Sobre la falta de un sistema de inventario, la auditoría informa que «luego de evaluar los alegatos de PROMESE/CAL y el plan de acción aplicado, y vistos los anexos que sustentan la estabilización del sistema Microsoft Dynamics (reporte de entradas, salidas del almacén y reporte de inventario a la fecha), consideramos que fue remediada la incidencia levantada e implementadas nuestras recomendaciones».

Es importante destacar que, a su llegada a PROMESE/CAL, la actual administración encontró un sistema llamado ROHI, que nunca cumplió con las necesidades de la institución, por lo que se procedió a estabilizar la plataforma Dinamics GP, con lo cual actualmente se garantiza el control de inventario, rotación y trazabilidad de los medicamentos e insumos.

En relación a la diferencia entre el auxiliar de activos fijos en el excel de la institución y el Sistema de Administración de Bienes (SIAB), el informe evidencia que los activos no registrados provienen de periodos anteriores, y que «luego de evaluar los alegatos de PROMESE/CAL y el plan de acción aplicado, y visto el reporte de activos fijos del SIAB y el auxiliar de AF y comparados, consideramos que fue remediada la incidencia levantada e implementadas nuestras». En este sentido PROMESE/CAL realizó la carga de las informaciones al 31 de diciembre del 2022, por lo que los archivos no presentan diferencias.

Y sobre un empleado público que licitó con dos empresas, se comprobó que «luego de evaluar los alegatos de PROMESE/CAL, y vista la comunicación DGCP44-2022-001222 de la Dirección General de Contrataciones Públicas (mediante la cual, como órgano rector, certificó que las empresas aludidas contaban con su RPE activo y estaban habilitadas para ser contratadas por el Estado Dominicano». En este caso, la Contraloría consideramos que debe ser removido el punto.

En PROMESE/CAL reiteramos nuestra disposición permanente a la fiscalización por parte de los organismos competentes, y a la rendición de cuentas de nuestras acciones como servidores públicos.
