Presidente Abinader proyecta que las zonas francas cerrarán el 2022 con 200 mil empleos y US$8,000 millones en exportaciones.

Santo Domingo.-El presidente Luis Abinader proyecta que al finalizar el 2022 las zonas francas cerrarán con cerca de 200 mil empleos directos generados y un volumen de exportaciones que sobrepasarán los US$8,000 millones, de continuar con el ritmo de crecimiento que ha experimentado en el año más reciente.

Durante una rueda de prensa celebrada en el Palacio Nacional, el gobernante destacó que su gobierno está concentrado en atraer más inversiones, potenciar las exportaciones y aumentar la participación del país en cadenas de valor global y regional.

 

“Seguiremos trabajando para mantener un clima de estabilidad y confianza, protegiendo las inversiones instaladas para que nuevos inversionistas también se sumen, apostando a nuestro país y continuar generando nuevas y mejores oportunidades para todos los dominicanos y dominicanas”, afirmó el mandatario durante el acto acompañado del Ministro de Industria, Comercio y Mipymes, Víctor Bisonó.

 

Dijo que los resultados alcanzados hasta el pasado año y, que siguen exhibiendo desde que inició este año en materia de empleos, inversiones y exportaciones, evidencian de forma contundente que se recorre por buen camino y que las zonas francas crecen y se fortalecen cada día.

 

El jefe de Estado garantizó que su administración seguirá trabajando para mantener un clima de estabilidad y confianza para proteger las inversiones instaladas y para que nuevos inversionistas también se sumen y apuesten a República Dominicana.

 

De esta manera, agregó, continuarán generando nuevas y mejores oportunidades para todos los dominicanos y dominicanas.

 

Planteó la importancia de apalancarse en este modelo para aprovechar las oportunidades que han surgido en el actual contexto internaciona.

 

Citó el COVID-19, disrupciones en las cadenas globales de suministro, aumento en los costos de fletes, conflicto armado entre Rusia y Ucrania, aumento de la inflación y de los precios de las materias primas.

 

Abinader  expuso que consciente de la coyuntura vigente, le pidió al ministro Bisonó que, junto a la Cancillería y al Consejo Nacional de Competitividad, y de la mano con el sector privado, identificaran cómo República Dominicana puede materializar las oportunidades.

 

Se refiere a los esfuerzos ante la creciente tendencia hacia una mayor regionalización de las cadenas globales de abastecimiento, fenómeno conocido como “nearshoring”.

 

Estas oportunidades, indicó el mandatario, están contenidas en un plan que contempla las políticas y medidas de corto y mediano plazo para potenciar la atracción de inversión, aumentar la participación de nuestro país en cadenas globales y regionales de valor y, al mismo tiempo, potenciar las exportaciones.

 

En adición a este plan, señaló, la Alianza para el Desarrollo en Democracia, que impulsa en la región la República Dominicana junto a Costa Rica y Panamá, también jugará un rol trascendental para que avancemos el nearshoring en la región, fortaleciendo la cooperación y los vínculos comerciales entre nuestros países.

 

Además, anunció que próximamente  participarán, junto al sector privado, en la Novena Cumbre de las Américas, a realizarse en los Estados Unidos, de donde esperan volver con grandes noticias para el país principalmente en materia de inversión.

 

Motor de la economía

 

Mientras que el ministro Bisonó destacó la resiliencia que han experimentado las zonas francas, un sector al que catalogó como motor de la economía y catalizador clave del proceso de recuperación económica, por el aumento en los empleos directos generados, la profesionalización de su fuerza laboral, el crecimiento de las exportaciones y el impulso al encadenamiento productivo nacional.

 

“Durante la pandemia, en 2020, contrario a todas las previsiones, el sector se robusteció, salió fortalecido y se supera cada año. Este dinamismo se apalanca en la correcta aplicación de políticas públicas en favor de su desarrollo”, manifestó Bisonó.

 

Agregó que si en 2021 las zonas francas exhibieron resultados extraordinarios, en 2022 se encaminan a hacer historia por las proyecciones de los primeros cinco meses del año.

 

Las zonas francas alcanzaron un máximo histórico en el mes de abril de 2022 con la generación de más de 188 mil empleos directos, el nivel más alto de los últimos 17 años.

 

A pesar de la crisis sanitaria provocada por el COVID-19, este sector, cuya fuerza laboral la componen mujeres en un 52% y hombres en un 48%, se mantuvo en 2020 con el 95% del total de puestos de trabajo registrados y para finales de ese año recuperó el 100% de los empleos.

 

En adición a esto, las zonas francas evidencian una mayor tecnificación de sus trabajadores con un 32% de puestos a nivel técnico y profesional, en comparación con el 5.9% que existía en 2005.

 

El ministro Bisonó atribuyó este avance al desarrollo de varios programas de formación específicos para el sector, incluyendo casi 4 mil capacitaciones en el Instituto de Formación Técnico-Profesional (INFOTEP) que beneficiaron a 60 mil participantes.

 

El funcionario agregó que a nivel universitario se han logrado acuerdos para implementar las carreras de Ingeniería Industrial (concentración en dispositivos médicos), Biomédica, Logística y Transporte y Mecatrónica, así como una maestría en Gestión e Ingeniería de la Cadena de Suministro.

 

Liderazgo regional y mundial

 

En tanto, la presidenta del Consejo de Administración de la Zona Franca de las Américas y vicepresidenta de ADOZONA, Claudia Pellerano, se refirió al comportamiento positivo que ha tenido el sector y destacó el importante liderazgo tanto a nivel regional como mundial, en renglones de exportación como los dispositivos médicos, electrónicos, la manufactura de cigarros, joyería, textiles y calzados.

 

Igualmente, señaló, el país se está posicionando como un hub regional de creciente importancia, gracias a las zonas primarias aduaneras y centros logísticos que operan bajo nuestro régimen.

 

Pellerano resaltó, además, el reciente “boom” que se ha observado en el renglón de servicios de Zonas Francas, con los contact centers, BPOs y las empresas que se dedican a la tercerización de procesos tecnológicos y desarrollo de softwares.

 

«Como nos mostró el Ministro Bisonó, las Zonas Francas han experimentado un crecimiento impresionante durante los últimos años gracias, por una parte, a las nuevas tendencias globales de relocalización de las cadenas de valor y al respaldo siempre presente de nuestro gran aliado en este proceso, el Gobierno Dominicano», expresó.

 

Y agregó: Es que desde antes de su gestión como primer mandatario de la nación, el señor Presidente ha sido un convencido de las grandes fortalezas de nuestro sector y ha dado un respaldo constante a todas las iniciativas en favor de las Zonas Francas, lo cual se ha hecho evidente en la promoción de nuevas inversiones, así como su apoyo y presencia en numerosas inauguraciones y expansiones de empresas en todo el territorio nacional.

 

Pellerano agradeció al presidente Abinader por su liderazgo en los grandes temas nacionales que, como el manejo de la pandemia y la estabilidad económica, han sido fundamentales para el desarrollo de las Zonas Francas y de todos los sectores del país.

 

Exportando más

 

Según datos oficiales, en 2021 las zonas francas sobrepasaron por primera vez la barrera de los US$7,000 millones en exportaciones, con un crecimiento de un 22.7% respecto al año anterior, proyectándose un aumento considerable para finales de 2022 dada la diversificación de destinos de exportación y el liderazgo que mantiene el país en la exportación de cigarros puros, interruptores eléctricos, entre otros.

 

Actualmente República Dominicana exporta más de 1,700 productos a 129 países, destacándose principalmente Estados Unidos, Haití, Puerto Rico, Israel, Emiratos Árabes Unidos, Nueva Zelanda, Australia, Turquía, China, España, Francia, Inglaterra, entre otros.

 

Asimismo, con la política pública impulsada por el presidente Abinader, a través de la Mesa Presidencial de la Industrialización, se ha logrado un aumento sostenido en las compras locales de zonas francas, que ascendieron en 2021 a más de RD$110,000 millones, lo que representa un crecimiento de 32.4%.

 

Se proyecta que esta cifra se incremente en 2022, pues en el primer cuatrimestre del año las zonas francas compraron más de RD$35,000 millones a otros sectores de la economía, un 8.8% más que en el mismo período de 2021.

 

Las zonas francas tienen un impacto económico y social del país. Las 762 empresas de zonas francas que operan diseminadas en 28 de las 32 provincias del país contribuyen a generar un desarrollo sostenible, a través de la generación de empleos y riquezas en la zona.

En el acto, participaron el ministro Administrativo de la Presidencia, José Ignacio Paliza; el director ejecutivo del Consejo Nacional de Zonas Francas de Exportación (CNZFE), Daniel Liranzo; el director general de Aduanas, Eduardo Sanz Lovatón; en representación de la Asociación Dominicana de Zonas Francas (ADOZONA), Manuel Enrique Tavares y el director del INFOTEP, Rafael Santos Badía.
