Conani presenta plan para el registro oportuno y tardío de nacimiento.

El Gabinete de Niñez y Adolescencia y el Consejo Nacional para la Niñez y la Adolescencia (Conani) presentaron este martes el plan de articulación interinstitucional para el registro oportuno y tardío de nacimiento, que será aplicado por diez entidades públicas, en cooperación con el Fondo de las Naciones Unidas para el Desarrollo (Unicef).

El acto encabezado por la primera dama Raquel Arbaje, en su calidad de presidenta del Gabinete, quien al hablar en el encuentro realizado en el Salón Los Trinitarios en el Palacio Nacional, citó las altas cifras de dominicanos y dominicanas de todas las edades que carecen de documentos de identidad y las lesivas consecuencias que esto tiene en su vida personal y pública.

“Cuando se trata de niños, niñas y adolescentes, no pueden ir a la escuela, que es lo que les asegura un mejor porvenir. Por eso, asumimos la responsabilidad que nos corresponde para que deje de ser cierto que el Estado olvida a sus hijos y a sus hijas”, sostuvo la primera dama.

Agregó a seguidas que, aunque siempre aspira a más cuando se trata de restituir derechos, como presidenta del Gabinete de Niñez y Adolescencia se siente muy satisfecha con los pasos que se vienen dando en la ejecución del acuerdo interinstitucional.

De su lado, la presidenta ejecutiva del Conani, Ana Cecilia Morún, destacó la dedicación de todas las instituciones participantes para que el plan se ejecute de manera exitosa.

 

«Es un compromiso que asumimos con responsabilidad, unidos para garantizar el derecho de todos los dominicanos a tener un nombre», expresó Morún.

En julio de 2021, las entidades firmaron el Acuerdo Marco de Cooperación Interinstitucional para el Registro Oportuno y Tardío de Nacimientos, entre cuyos objetivos perseguidos están impulsar la reforma de la ley 659 de 1944 sobre actos del Estado Civil, para desjudicializar y desburocratizar el proceso de registro tardío de nacimientos, liberando de penalidades el proceso; y una campaña masiva de educación de los padres y las madres sobre la importancia del registro oportuno.

Para monitorear la buena marcha del acuerdo en cuestión, se priorizaron 24 hospitales del sistema público, en los cuales se han realizado actividades formativas para una mejor comprensión del proceso de inscripción por parte del personal. El resultado ha sido una tasa de registro de niños y niñas dominicanos de un 86 %.

En el acto también participaron la Junta Central Electoral (JCE), el Ministerio de Salud Pública, Proyectos Estratégicos y Especiales (Propeep), Servicio Nacional de Salud (SNS), Instituto Nacional de Atención Integral a la Primera Infancia (Inaipi), Poder Judicial, Procuraduría General de la República, Supérate y Ministerio de Educación (Minerd).
