Presidente Abinader afirma Educación Superior presenta múltiples desafíos que demandan concurso de la comunidad iberoamericana.

Santo Domingo.- El presidente Luis Abinader dijo este jueves que los desafíos del sistema de educación superior son múltiples, incluso un tanto complejos, y demandan la participación activa de las academias, los estudiantes, los centros de investigación y las empresas.

Al mismo tiempo, el mandatario formuló un llamado a los países iberoamericanos a trabajar unidos para afrontar esos retos.

 

Resaltó, además, que para ello es necesario la aplicación de una estrategia de transformación digital de problemas que proliferan en nuestras sociedades.

 

Al hablar en la apertura de la II Reunión de ministros, ministras y altas autoridades de Educación Superior de Iberoamérica, que se desarrolla en un hotel de esta capital, Abinader ponderó la importancia de la educación en la sociedad actual.

 

“Es de suma importancia que en este encuentro que hoy se celebra en nuestro país se comprenda que los desafíos del sistema de educación superior son múltiples, incluso un tanto complejos, porque no podemos pensar en educación superior sin Universidades, sin estudiantes, sin una vinculación de las IES con los centros de investigación y las empresas y sin estrategia de transformación digital, de innovación y creatividad para la resolución de problemas que proliferan en nuestras sociedades”, indicó.

 

Al respecto, puntualizó que, en la sociedad actual, inmersa en una transformación digital constante, las instituciones de educación superior, IES, y los centros de investigación, deben ser espacios colaborativos, que permitan arrojar soluciones a los problemas sociales, tecnológicos y económicos de la época, y proclamó que: “No hay otro espacio similar en donde se puedan realizar y describir experimentos, en donde la prueba y el error tengan un lugar privilegiado.

El mandatario señaló que, por esas razones, el Gobierno que preside promueve la aplicación de políticas educativas que puedan ser cumplidas dentro de los objetivos a través del tiempo.

“En especial, con los compromisos asumidos por nuestro país en materia de educación superior, ciencia y tecnología, hacia el 2030, en consonancia con la Estrategia Nacional de Desarrollo (END, 2030)”, refirió.

 

Sistema Educativo de Calidad

 

Sobre ese particular, el presidente Luis Abinader dijo que las autoridades están concentradas en la necesidad de implantar y garantizar un sistema educativo nacional de calidad, que capacite para el aprendizaje continuo a lo largo de la vida, que propicie el desarrollo humano y un ejercicio progresivo de ciudadanía responsable, en el marco de valores morales consistentes con el desarrollo sostenible y la equidad de género.

 

Planteó que uno de los ejes de la Estrategia Nacional de Desarrollo en materia de educación superior, está dirigida a construir una sociedad con igualdad de derechos y oportunidades, en la que toda la población tiene garantizada educación, salud, vivienda digna y servicios básicos de calidad, y que promueve la reducción progresiva de la pobreza y la desigualdad social y territorial.

 

Igualmente, el gobernante entiende que es necesario asegurar que todos los alumnos del sistema educativo superior adquieran los conocimientos teóricos y prácticos necesarios para promover el desarrollo sostenible, entre otras cosas, mediante la educación y los estilos de vida saludables, los derechos humanos, la equidad de género, la promoción de una cultura de paz y no violencia.

 

Sobre estos últimos aspectos, dijo que son tan necesarios en estos tiempos convulsos y de conflictos bélicos en que se encuentra envuelta una parte de la humanidad.

 

Capital Humano

 

El Jefe de Estado advirtió que es trascendental la formación del capital humano para el avance de la sociedad, y en ese tenor puntualizó que: “En mi Gobierno estamos fielmente convencidos de que necesitamos formar con excelencia nuestro Capital Humano, y que nuestros profesionales puedan ser medibles, en un Marco Nacional de Cualificaciones que otorgue una cualificación profesional a los resultados de los aprendizajes, por medio de descriptores de conocimientos, habilidades cognitivas y prácticas de responsabilidad y autonomía”.

 

Destacó que de este encuentro de ministras, ministros y altas autoridades de Educación Superior de Iberoamérica, que se efectúa en Santo Domingo, se puede llegar a reflexionar y ejecutar políticas educativas con relación a la movilidad académica y avanzar en cuestiones estratégicas para la construcción de un espacio común del conocimiento en educación superior, con el aseguramiento de la calidad educativa y la transformación digital para el bien de toda la región iberoamericana.

 

Países participantes

Entre los países participantes están, Colombia, Venezuela, México, Honduras, Uruguay, Costa Rica, Bolivia, Ecuador, Argentina, El Salvador, España, Panamá, Brasil, Perú, Guatemala, Paraguay, Andorra.

 

Respuestas a los grandes retos

De su lado, el ministro de Educación Superior, Ciencia y Tecnología y presidente pro témpore de este II encuentro, Franklin García Fermín, expuso que esta reunión ministerial busca dar respuestas a los grandes retos que hoy enfrenta la Región en materia de educación superior, en especial la transformación digital, la movilidad académica y la calidad educativa.

 

Además, dar respuesta a la urgente necesidad de articular un nuevo paradigma educativo para el Estado de bienestar del siglo XXI, que permita seguir avanzando hacia el logro de la agenda común que plantean los Objetivos de Desarrollo Sostenible (ODS).

 

García Fermín destacó que estos encuentros ministeriales, desde su génesis, se han logrado avances significativos en la articulación de los sistemas de educación superior de la región, entre los que citó: el impulso de la movilidad académica, intercambio virtual académico, en el marco de la iniciativa Campus Iberoamérica, el establecimiento y consolidación del Sistema Iberoamericano de Aseguramiento de la Calidad (SIACES).

 

“Sin duda, a lo largo de este período habremos de proseguir los trabajos conducentes a la elaboración de un informe sobre los sistemas nacionales de cómputo académico de materias y períodos o tramos de estudio, con miras a la formulación de un marco común de referencia que facilite la comparabilidad y el reconocimiento mutuo”, señaló García Fermín.

 

Planteó la necesidad de trabajar para lograr un efectivo desarrollo de las poblaciones y generaciones de los países, como la inclusión de las mujeres en las TICs, a fin de promover la equidad de género y el liderazgo entre ellas, orientado a emprendimientos, cuya intención principal es aumentar este sector femenino en una educación de liderazgo científico y tecnológicos, así como promover su participación en ciencia, tecnología, ingeniería y matemáticas (STEM).

 

El ministro de Educación Superior agregó que mediante esta inclusión se podrá reducir la brecha digital y transformar la sociedad y dijo que por factor modernización de los procesos, el MESCyT apoya el desarrollo de temas de investigación en computación cuántica, Biología sintética, Robótica, Big Data, Inteligencia artificial y Blockchain.

 

“Esta transformación de la educación digital del país va acorde con la estrategia del gabinete de transformación digital y la Agenda Digital 2030, que viene impulsado el gobierno del presidente Luis Abinader y la cual es una carta de ruta que nos guiará hacia dónde queremos estar como nación en materia de adopción tecnológica, impactando a los sectores productivos, gubernamentales, académicos y la sociedad en su conjunto”, manifestó.

 

Compromiso de República Dominicana

 

En tanto, el secretario General Adjunto de la SEGIB, Marcos Pinta Gama, agradeció a República Dominicana por la calidez del recibido a la comisión y resaltó el compromiso del país de asumir la Reunión de Ministros, Ministras y Altas Autoridades de Educación Superior.

 

Agregó que es un gran reto asumir la secretaria pro témpore de la Conferencia de la Cumbre Iberoamericana en tiempos tan complicados como los que vive el mundo actualmente.

También, asistieron a la actividad Rubén Silié Valdez, viceministro de Relaciones Exteriores para Asuntos Multilaterales del Ministerio de Relaciones Exteriores y Coordinador Nacional para la Conferencia Iberoamericana, y los ministros de Educación Superior de Iberoamericana, y jefes de misiones diplomáticas acreditados en el país.
