Presidente Abinader exhorta a países de la OEA encarar crisis para asegurar sostenibilidad y mejorar calidad de vida de ciudadanos

Santo Domingo. – El presidente Luis Abinader abogó este jueves para que los países democráticos de la región de América, que conforman la Organización de Estados Americanos (OEA), trabajen mancomunadamente para encarar la actual crisis que impacta al mundo, con con el firme propósito de asegurar la sostenibilidad y, más específicamente, mejorar la calidad de vida de los ciudadanos.

Hablando ante los participantes de la V Reunión de Ministros y Altas Autoridades de Desarrollo Social, cuyo lema de identificación es:” Fortaleciendo la Cooperación Hemisférica hacia la Reconstrucción Resiliente y el Desarrollo Social Sostenible en las Américas”, el mandatario dijo que los gobiernos de la región han tenido que lidiar bajo un escenario de una pandemia que paralizó la economía mundial, provocando serios déficits y dificultades de sostenibilidad financieras.

 

Observó que es “bajo estas difíciles circunstancias donde han quedado al descubierto las grandes inequidades sociales y económicas que aún nos afectan; originadas estas por deudas históricas y políticas sociales a menudo insuficientes y poco resilientes; como también el choque climático que representa un alto costo en el PIB de nuestros países”.

 

El presidente Abinader manifestó que en esta coyuntura caracterizada por la incertidumbre generadas por los prolongados efectos de la pandemia del COVID-19, el aumento sostenido de los principales commodities internacionales, el impacto global de la guerra en Europa, y los embates de fenómenos naturales provocados por el cambio climático; todas las naciones del mundo se encuentran hoy en un estado de vulnerabilidad latente que afecta el normal desarrollo de sus proyectos de país.

 

Reconoció también, los aportes que desde 1948 realiza la Organización de los Estados Americanos (OEA) como ente llamado a defender el orden de paz y de justicia, fomentar la solidaridad entre países, y defender la soberanía, integridad territorial e independencia de las naciones del hemisferio.

 

Resaltó que nuestra región tiene el privilegio de ser la primera en el mundo en conformar un organismo regional como la Organización de Estados Americanos (OEA), llamado a fomentar la cooperación y el diálogo sin límites de culturas, diferencias económicas y demarcaciones geográficas.

 

El gobernante planteó que desde que asumió las riendas del Estado el 16 de agosto de 2020, “hemos centrados nuestro trabajo en dos grandes ámbitos: primero, en la rápida recuperación de la actividad económica y el empleo en el país, en comparación con las pérdidas que significaron la epidemia del COVID-19 para nuestros países, y segundo, en mejorar la atención social a través de una nueva estrategia de superación de la pobreza y la vulnerabilidad, que promueve la resiliencia de la población en condición de vulnerabilidad desde un abordaje multisectorial que permite la salida de la pobreza y prevención que nuevas personas caigan en ella”.

 

Al respecto, sostuvo que su gobierno ha puesto en marcha una serie de medidas tendentes a combatir las desigualdades, robusteciendo el Estado de Bienestar para garantizar de esa forma el futuro de las próximas generaciones, citando entre ellas, la afiliación de 2 millones al seguro familiar de salud del régimen subsidiado, alcanzando con ello una cobertura universal de un poco más de 98% de la población total.

 

Asimismo, expuso, que “hemos iniciado varios programas masivos de reconstrucción de viviendas de bajos recursos y mejora del acceso del servicio de agua y saneamiento en el país. Estamos impulsando el programa más grande de entrega de títulos de propiedad de viviendas y terrenos favoreciendo a la población con mayor vulnerabilidad social”.

 

El jefe de Estado enumeró igualmente las iniciativas gubernamentales en el relanzamiento de los programas de transferencias monetarias condicionadas, hoy SUPÉRATE, introduciendo nuevos componentes para la inserción laboral y productiva y el emprendimiento de las mujeres o población beneficiaria. También, el aumento de la cobertura de estos programas duplicando el monto de la ayuda condicional directa, incluyendo los programas de Aliméntate y los subsidios al uso de combustible para cocinar y el pago de la electricidad.

 

Destacó, igualmente, que “hemos seguido trabajando en el fortalecimiento de nuestro sistema de protección social, lo que ha implicado declarar como prioritario la conformación del Registro Social Universal de Hogares y el Registro Único de Beneficiarios para la mejor asignación de recursos públicos. Adicionalmente estamos en proceso de consolidación del Sistema de Pago de la Administradora de Subsidios Sociales”.

 

Otra iniciativa citada por el presidente Abinader en el marco de la V Reunión de Ministros y Altas Autoridades de Desarrollo Social, es la creación del Programa Oportunidad 14-24, como una estrategia integral para brindar oportunidades a jóvenes que Ni estudian Ni trabajan, para que a través de capacitaciones formativas y otros programas, puedan insertarse de forma segura en el mundo laboral y el sector formal de nuestra economía, alejarlos de ese modo de caminos poco beneficiosos para su futuro.

 

En ese sentido, el mandatario dijo, además, que al final de este año, quedarán instalados 100 centros 14-24 distribuidos en todo el territorio nacional como forma de fortalecer su cobertura de servicios.

 

Capacidad ante desastres naturales

 

El Jefe de Estado resaltó el aumento alcanzado por el país en cuanto a su capacidad de respuestas ante los fenómenos naturales, indicando que la misma se ha logrado “gracias a la articulación del Sistema de Protección Social en conjunto con instituciones de manejo de desastres, hemos aumentado la capacidad de respuesta y preparación ante desastres con instrumentos adaptativos para responder a emergencias, pudiendo identificar en poco tiempo a los afectados, de rápida expansión y con mecanismos de pagos eficientes”.

 

Refirió que, desde que inició el Gobierno y en el medio de la pandemia, “hemos reaccionado de manera inmediata a contextos de emergencia, desde Quédate en Casa, así como el Bono familiar para mitigar la inflación producida a mediados de este año 2022, y el Bono de Emergencia para el reciente evento hidrometeorológico Fiona”.

 

Dijo que, desde ya, la República Dominicana ha sido ejemplo de la región, “gracias a las respuestas que desde la Protección Social Adaptativa hemos ido implementando”, exponiendo que estas experiencias han sido compartidas en foros de este tipo en países homólogos y coordinando planes en conjunto para la prevención y mitigación de desastres.

 

*Reinserción educativa, empleo y apoyo al emprendimiento de jóvenes*

De su lado, el coordinador del Gabinete de Política Social, Tony Peña Guaba, resaltó que la institución tiene más de 12 proyectos de alta dimensión entre los cuales no solo están supérate y la mejora de los pisos, sino también el programa Oportunidad 14-24 de reinserción educativa, empleo y apoyo al emprendimiento de jóvenes que no trabajan ni estudian, que cuenta con aproximadamente con 100 centros a nivel nacional.

 

También, resaltó el programa “Transformando Mi País” que tiene el propósito de reconstruir viviendas; entrega de Bonos Familiares y de vivienda, las donaciones de medicamentos de alto costo en todo el país, programas de estudios y pasantías universitarias y otros apoyos para las personas en condiciones de vulnerabilidad social.

 

“Distinguidos colegas, no existen salidas individuales a esta crisis sanitaria, económica y social, la salida debe ser colectiva”, dijo Peña.

 

Desarrollo de proyectos y programas a nivel nacional o regional

Asimismo, la secretaria de Acceso a Derechos y Equidad, de la Organización de los Estados Americanos, Maricarmen Plata, expresó que el objetivo del trabajo en este contexto, es apoyar a cada uno de sus ministerios y agencias de bienestar, desarrollo e inclusión social en la implementación de las actividades dirigidas al desarrollo de proyectos y programas a nivel nacional o regional.

 

«El intercambio de experiencias y conocimientos entre funcionarios de las agencias responsables de la cartera social de los Estados miembros de la OEA y en el fortalecimiento de capacidades institucionales que aborden a tener los mejores equipos e implementando las política social en nuestros países» destacó Plata.

 

Plata, agradeció la hospitalidad, compromiso y el respaldo de las autoridades de la República Dominicana en la etapa de preparación para la reunión. Dijo que han sido épocas de grandes retos y es una gran alegría poder finalmente encontrarlos aquí en persona.

 

Sobre las reuniones de ministros y Altas Autoridades de Desarrollo Social

El objetivo principal de las reuniones ministeriales y de alto nivel es proporcionar un foro para un diálogo sustantivo sobre políticas públicas entre los Estados miembros sobre temas de interés hemisférico.

 

Este diálogo busca identificar las tendencias y prioridades regionales, permitir el intercambio de experiencias y mejores prácticas sobre la elaboración y aplicación de políticas y determinar oportunidades de cooperación.

 

Las reuniones son un espacio de las autoridades gubernamentales de los Estados miembros para identificar prioridades comunes para la cooperación regional y establecer la agenda de trabajo de la OEA para apoyar a los Estados Miembros en el avance de tales prioridades.

 

Con estos encuentros se espera que las autoridades sectoriales aprueben las prioridades y líneas de acción comunes que guiarán la agenda regional en materia de desarrollo social y la labor de la OEA en el avance de dichas prioridades y en complemento con la Agenda 2030.

 

Asistieron al acto, el secretario general adjunto de la Organización de los Estados Americanos, Néstor Méndez; el viceministro de política Exterior Multilateral, Rubén Silié; el coordinador general del Gabinete de Política Social, Francisco Antonio Peña Guaba; la presidenta del Consejo Interamericano para el Desarrollo Integral (CIDI), la embajadora Yolande Smith y la secretaria de Acceso a Derechos y Equidad, de la Organización de los Estados Americanos, Maricarmen Plata.

 

También estuvieron presentes el ministro de Trabajo, Luis Miguel de Camps, así como los directores de Supérate, Gloria Reyes; del Plan de Social de la Presidencia,

Yadira Henríquez; de Adess, Digna Reynoso; del Inaipi, Manola Santana; de los Comedores Económicos, Edgar Féliz; de los Centros Tecnológicos Comunitarios, Isidro Torres; de la Comisión Presidencial de Apoyo al Desarrollo Barrial, Rolfi Rojas y de Senasa, Santiago Hazim, entre otros.
