Presidente Abinader destaca inversión récord de US$800 millones de dólares en proyectos fotovoltaicos durante su Gobierno.

_Afirma que ningún gobierno había diseñado y lanzado una estrategia de construcción de plantas eléctricas que doten al sistema de capacidad suficiente para satisfacer la demanda y mantener una gran reserva._

 

San Pedro de Macorís.- El presidente Luis Abinader resaltó este lunes que en su gestión de Gobierno se han inaugurado tres proyectos fotovoltaicos, para un total de 200 MW, incluyendo el proyecto Parque Fotovoltaico El Soco, con 10 más que están en construcción, lo que supone una inversión récord de 800 millones de dólares.

Aseguró que desde inicios de su gestión de gobierno ha marcado una hoja de ruta clara, con un camino bien trazado, objetivos a conseguir y presupuesto consignado para fortalecer la expansión en generación y transmisión de electricidad.

 

El mandatario habló al encabezar el acto de inauguración del proyecto Parque Fotovoltaico El Soco, en el municipio de Consuelo, que inyectará a la red 50MW ayudando a paliar el aumento de precios de la energía, además de contribuir a una mayor independencia energética.

 

Afirmó que ningún gobierno había diseñado y lanzado una estrategia de construcción de plantas eléctricas que doten al sistema de capacidad suficiente para satisfacer la demanda y mantener una gran reserva ante cualquier salida súbita de una o dos plantas en mantenimiento o reparación.

 

“El impulso de mi gobierno a estas energías continuará este año con un decreto contentivo para un nuevo reglamento de la ley de incentivos a las renovables”, expresó.

 

El jefe de Estado señaló que este reglamento fortalecerá la transparencia y la eficiencia de los procesos de otorgamiento de contratos y concesiones a través de licitación pública competitiva, al tiempo que estimulará la introducción de baterías o acumuladores para una gestión más eficiente de la energía capturada durante el día por los paneles.

 

Destacó que a través de un plan estratégico de expansión en generación y transmisión de electricidad su gobierno inició la licitación, contratación y construcción de nuevos proyectos de generación térmica, generación con renovables y construcción de líneas y subestaciones de transmisión.

 

“En generación térmica convencional mi gobierno lanzó en febrero del 2021 una licitación pública internacional para instalar una central de 800 megavatios y una terminal de descarga y almacenamiento de gas natural en Manzanillo, Monte Cristi; otra licitación de urgencia de 400 megavatios fue lanzada en diciembre del 2021”, informó.

 

Y, finalmente, agregó, la tercera licitación de 800 megavatios de plantas basadas en gas natural para instalarse en diferentes localizaciones del país. En resumen, un total de 2000 nuevos megavatios se instalarán entre 2022 y 2026.

 

Abinader precisó que las dos primeras licitaciones ya se adjudicaron y los detalles se ofrecerán al país en las próximas horas y que también se instaló y empezó la generación en su gobierno la planta Estrella del Mar 3 (EDM3), con 142 MW utilizando gas natural.

 

Énfasis especial en fuentes renovables

“De igual manera, mi gobierno está haciendo un énfasis especial en materia de energía derivada de fuentes renovables. Como muestra de esto les diré que, en el año 2021 y parte del 2022 gestionamos y firmamos contratos para la instalación de proyectos de electricidad fotovoltaica por una cantidad de 620 MW adicionales”, resaltó.

 

El gobernante expuso que esto es más del doble de los proyectos solares que se habían firmado en más de una década.

 

“Es decir durante los diez años anteriores a esta gestión de gobierno solo se habían contratado e instalado cuatro proyectos solares para un total de 187.4 megavatios de potencia, tres veces menos que los 620 MW aprobados”, manifestó.

 

Indicó que la energía solar se ha convertido en los últimos años en la tercera fuente de energía renovable más importante en todo el mundo, junto a la fuente de energía hidroeléctrica y la eólica.

 

Y la República Dominicana, añadió, bañada por el sol del Caribe la mayor parte del año, reúne todas las condiciones para albergar fincas solares fotovoltaicas para la producción de energía limpia de estas características como la que hoy inauguran.

 

Resaltó que El Soco aporta al compromiso del país con los lineamientos y acuerdos de la Cumbre de París (2015) y de Glasgow (2021) sobre cambio climático y reducción de emisiones de carbono.

 

También, se reduce la dependencia de la importación de combustibles fósiles para producir electricidad, con lo cual de igual modo se reduce la contaminación ambiental y el precio de la energía.

 

Generación de más de 500 empleos directos

El gobernante resaltó que en su fase de instalación generará más de 500 empleos directos y a partir de su puesta en operación contará igualmente con personal local, incluyendo ejecutivos, técnicos, operadores y obreros.

 

“Con el uso de fuentes de energías renovables hacemos sostenible el desarrollo económico porque contribuimos al equilibrio y la protección de los diversos ecosistemas en nuestro planeta, y de forma muy particular, a los de nuestro país”, dijo.

 

Pero no sólo eso, añadió, la conservación del equilibrio del ecosistema, el uso y disfrute por parte de los ciudadanos de ambientes sanos y ecológicamente equilibrados es un derecho fundamental que tenemos la obligación de proteger, y fomentar su conocimiento desde todos los estamentos del Estado.

 

Abinader agradeció la vinculación del sector privado en la motivación para la concientización frente a este nuevo modelo de convivencia universal, con la inversión en investigación y desarrollo, y de igual forma por servir de fuente de trabajo para decenas de dominicanos y dominicanas que ven a través de la generación de estos espacios la oportunidad de encontrar un trabajo digno.

 

Consideró que este proyecto de energías limpias es un ejemplo claro de la apuesta como Gobierno de trabajar por la sostenibilidad y el desarrollo del país sobre la base de una relación armoniosa con el medio ambiente y los recursos naturales.

 

Se expresó convencimiento de lo necesario que es para lograr profundizar en los cambios estructurales con los cuales se comprometió, incluso antes de haber asumido la presidencia de la República, los cuales afectan a los pilares del desarrollo y que sin ellos no se puede edificar nada sólido ni perdurable en el tiempo.

 

Sostuvo que la energía, el agua, los puertos, la cadena de suministros, la capacidad de abastecimiento son elementos vitales que durante demasiado tiempo han sido ignorados en este país.

 

El presidente Abinader explicó que con las recientes tensiones geopolíticas ha constatado que no hay país que pueda progresar si no piensa en su futuro en términos de soberanía energética y planificación estratégica.

 

Tenemos una economía en alza, manifestó, tensiones en los mercados estratégicos, principalmente en el de los combustibles para generación y con un sistema eléctrico heredado prácticamente sin reservas.

 

Programa Techo Solar

“La energía solar ha llegado para quedarse. En realidad, la energía solar es flexible en su aplicación, por eso, mi gobierno tiene en ejecución el programa Techo Solar para la electrificación de casas rurales individuales que abarcaran antes de fin de año unas 500 familias hoy sin acceso a la red eléctrica nacional”, informó.

 

Estos proyectos, que se están desarrollando a través del Ministerio de Energía y Minas, están ubicados en lugares como La Albahaca, Higüey; Postrer Río, Azua; San Francisco de Macorís, Rancho Arriba y otros, así como escuelas rurales en la región sur.

 

“Como presidente de la República Dominicana estoy comprometido a seguir trabajando para lograr el país de futuro, esperanza y bienestar que todos dominicanos y dominicanas merecemos. El futuro brilla con luz propia, y aquí estamos dispuestos a que nuestro futuro siga brillando tanto como el sol”, concluyó el gobernante.

 

Un paso firme para el país

De su lado, el ministro de Energía y Minas, Antonio Almonte, expresó el regocijo que sienten los funcionarios públicos que laboran en el sector eléctrico por la puesta en funcionamiento del parque de energía solar.

 

«Esa alegría es compartida, tiene que ver esencialmente porque cada proyecto concreto de este tipo, es un paso firme que da República Dominicana en su camino a la transición energética, es decir del tránsito a la Electricidad producida sobre la base del consumo de combustible fósiles contaminantes hacia un estado en el cual la mayor cantidad de energía sea producida basada en las fuentes renovables o energía limpia», manifestó Almonte.

 

 

Más de 130 millones de Kwh al año

En tanto, el director general de BAS Corporation, Emilio Martínez, destacó que el proyecto de Koror Business, El Soco, inyectará a la red más de 130 millones de Kwh al año y contribuirá a paliar el aumento de precios de la energía, además de contribuir a una mayor independencia energética y evitar la constante e imparable degradación ambiental.

 

“Este hito solo ha sido posible por el esfuerzo conjunto de mucha gente, mucha gente remando en el mismo sentido y misma dirección. Instituciones dominicanas, con el gobierno del señor presidente Luis Abinader a la cabeza, que definitivamente está dando un impulso vital al sector renovable en beneficio del crecimiento del sector y como consecuencia del pueblo dominicano que se suministra de energía limpia y a la vez con precios de la energía estable en el tiempo”, indicó Martínez.

 

Sobre los datos del proyecto, Martínez también manifestó que “son muy interesantes, 80 Mwp, más de 90 Millones de dólares de inversión, cientos de puestos de trabajo local, pero lo más importante, es la dinamización de la economía”.

 

Base para un desarrollo sostenido

Asimismo, el director general de Dominion, Roberto Tobillas, expresó que desde Dominion están convencidos de que las políticas renovables y estos proyectos fotovoltaicos son la base para un desarrollo sostenido y económicamente eficiente para todos los ciudadanos de este país.

 

El ejecutivo destacó que las nuevas tecnologías están otorgando autonomía e independencia energética a los países del planeta, haciéndonos dueños de nuestro propio destino sin depender de geopolíticas o condiciones naturales consustanciales a cada país.

 

Agregó que es maravilloso, es solidario, es atractivo desde el punto de vista de conciencia social y de compromiso como habitantes de este planeta.

 

Tobillas, también destacó a este Gobierno y su política en materia de energía, que con su buen hacer ha generado un entorno de seguridad jurídica y de certidumbre, de colaboración constructiva entre todos los agentes económicos con posibilidad de iniciativas público privadas.

 

Acompañaron al presidente Abinader el administrador del Banco de Reservas, Samuel Pereyra; el administrador general de la Empresa Transmisión Eléctrica Dominicana (ETED), Martin Robles y el vicepresidente ejecutivo de las Empresas Distribuidoras de Electricidad y Secretario del Consejo Unificado de las Empresas Distribuidoras de Electricidad, Andrés Astacio.

 

También, el director Ejecutivo de la Comisión Nacional de Energía (CNE), Edward Veras; el Superintendente de Electricidad, Rafael Velazco; la gobernadora, Aracelis Villanueva; los alcaldes de los municipios de San Pedro de Macorís, Raymundo Ortiz Díaz y de Consuelo, Juan Ignacio Vargas.
