SANTO DOMINGO ESTE, República Dominicana.-* El precandidato a la Alcaldía de Santo Domingo Este, Bertico Santana, aseguró que las lluvias de la tormenta tropical Franklin han vuelto a poner de manifiesto los problemas del drenaje pluvial en esta demarcación, situación que abordará con un diagnóstico, plan y gestión de las obras necesarias para su solución.
Santana explicó que, aunque el gobierno central ha estado invirtiendo en la limpieza de los imbornales, aun hace falta la intervención de la alcaldía para elevar a prioridad principal esta problemática y darle solución definitiva.
“El drenaje pluvial de SDE es un tema grave y pendiente en la alcaldía que hay que abordar. Si vamos en un proceso tan acelerado de crecimiento y tenemos estos problemas, proyectemos una ciudad más grande y con más concreto en sus suelos que lo convierten en impermeable, entonces nuestro panorama no pinta nada bueno en los próximos 10 años”, explicó Santana.
*Diagnóstico para la solución*
Bertico Santana expresó que junto a su equipo técnico elabora un estudio técnico que dará a conocer como solucionar el problema del drenaje pluvial en el municipio, “estamos identificando los puntos problemáticos más críticos, como calles o áreas propensas a inundaciones, y donde también evaluremos el estado de las tuberías, sumideros y demás elementos del sistema”.
Agregó que “Una vez identificados los problemas, diseñaremos un plan de acción que incluya medidas para mejorar el drenaje pluvial. Esto puede incluir ampliar o modificar las tuberías existentes, construir nuevos sumideros, incrementar la capacidad de almacenamiento de agua, entre otras acciones vitales”, afirmó el también cuatro veces diputado por SDE.
En ese sentido, añadió que “todas las ciudades le temen a la cantidad de recursos que se lleva resolver y dar mantenimiento a esta problemática, pero asignar recursos económicos y los humanos es necesario para llevar a cabo el plan de acción que nos saque como ciudad de un estado de alerta y temor ante cualquier aguacero, a la tranquilidad de saber que están protegida la vida y los bienes de todos”.
Santana explicó, “Sabemos que esta sería de las obras más importantes de SDE en nuestra gestión, de esas que son necesarias pero que no se ven, obras de infraestructura que pueden incluir la construcción de nuevas tuberías o sistemas de almacenamiento de agua, así como la ampliación o reparación de los existentes”.
*Mantenimiento y gestión*
El precandidato a la alcaldía del PRM en esta demacacion indicó que dentro de las debilidades que tiene la gestión pública a todos los niveles está llevar a cabo un mantenimiento adecuado a las obras y por igual con el sistema de drenaje pluvial.
Puntualizó que se debe incluir en el presupuesto la limpieza y supervisión regular de las obras, para detectar posibles problemas y corregirlos a tiempo.
“Sabemos que para la realización de las obras y su mantenimiento debemos gestionar el apoyo del gobierno central, para que sea realizable y sostenible”, agregó.
“La sensibilización y educación a la población es fundamental, concienciar a los munícipes sobre la importancia de mantener limpio su entorno y en buen estado para que el sistema de drenaje pluvial esté adecuado. Dentro de nuestra propuesta de gestión de obras está el realizar campañas de educativas para evitar que se arrojen desechos o basura a las calles y sumideros, así como promover la correcta disposición de las aguas pluviales”, apuntó.
