Auditoría identifica pagos mayores que montos ejecutados en obras en Cámara de Diputados en periodo 2018-2019.

La Cámara de Cuentas publicó este martes errores encontrados tras la realización de una auditoría a las informaciones incluidas en los estados financieros de la Cámara de Diputados durante el período comprendido entre el 1 de enero de 2018 y el 31 de diciembre de 2019.

 

La auditoría indica que, al evaluar las obras realizadas por la Cámara de Diputados en el período auditado, tomaron como base las cubicaciones pagadas y al compararlas con los trabajos ejecutados en campo, se identificaron pagos mayores que los montos ejecutados por RD$1,857,348.

El informe de la entidad recomienda que “el presidente de la Cámara de Diputados debe disponer a fin de que se realice una logística operacional que permita obtener la supervisión necesaria para que los pagos realizados a las obras estén conformes con los volúmenes de las partidas ejecutadas en el lugar de la obra, para de esta manera evitar pagos en exceso los cuales afectan su presupuesto”.

Entre los hallazgos documentados en el período descrito “se detectaron errores en registros en la cuenta servicios personales, por un monto de RD$198,360,000; gastos registrados en horas extras y compensación salarial a diputados, estipulada en la resolución 02/10, de abril/2018; de igual forma un monto de RD$12,520,412 correspondiente a bono de cumpleaños institucional y que fueron registradas en la cuenta vacaciones no disfrutadas”.

La Cámara de Cuentas indica que en la evaluación de los análisis de costos de las obras, tomando como base el análisis de costos suministrado y al compararlo con las cubicaciones y los pagos realizados se determinaron diferencias por RD$204,283.

 

“La entidad no les exigió a los contratistas de obras la póliza de garantía de avance a la firma del contrato por valor de RD$45,835,121, la póliza de fiel cumplimento de contrato por un valor de RD$198,738, y la póliza de vicios ocultos a la recepción de las obras por un valor de RD$2,306,717”, establece el informe.

El informe de la auditoría también señala: “Partida de la Ley 6/86 sobre el Fondo de Pensiones y Jubilaciones incluida en los presupuestos, no retenida ni pagada. Los valores dejados de retener y pagar por dicho concepto ascienden a RD$2,077,224. Partida de la Ley 6/86 no incluida en los presupuestos de obras por dicho concepto ascienden a la suma de RD$81,392”.
