Cámara de Cuentas halla irregularidades en Indotel durante el período 2011-2012.

Una auditoría realizada por la Cámara de Cuentas de República Dominicana a los estados financieros del Instituto Dominicano de las Telecomunicaciones (Indotel), indica que durante el período 2011-2012 se registraron irregularidades en los gastos de reparación y mantenimiento a los activos.

 

El expertis indica que durante este período se realizaron desembolsos que superan el 5 % de su valor real. El monto ascendió a 1,744,006 pesos y, según la auditoría, “dichos gastos no fueron capitalizados a los bienes según correspondía”.

“Se verificó que la entidad realizó desembolsos que exceden el porcentaje establecido, la misma no suministró explicación ni documentos que subsanen lo planteado y acoge la debilidad planteada por los auditores actuantes de la Cámara de Cuentas”, precisa.

La Cámara de Cuentas entiende que a la directora ejecutiva de ese entonces, le correspondía establecer los procedimientos para que los gastos por concepto de reparaciones mayores a un 5 % del costo del activo se capitalicen con el bien.

 

Ante ese hallazgo, la exdirectora ejecutiva Exarhakos Casasnovas se limitó a decir que considera pertinente que las actuales autoridades del Indotel acojan la “atinada recomendación” de la Cámara de Cuentas.

Asimismo, la auditoría indica que durante el período 2011-2012, el Indotel dejó de retener impuesto sobre la renta a empleados por concepto de compensaciones, por un monto ascendente a 27,718,904 pesos.

 

Además, verificó que en la cuenta de especialismos los registros fueron duplicados en los gastos correspondientes al año 2013, por monto de 1,071,555 pesos y que se produjo una sobrevaluación en el gasto de sobresueldos.

 

La auditoría precisa que las compras realizadas en Indotel carecían del proceso de selección correspondiente y que, además, faltaba aplicación de las normas especiales y generales de contrataciones de consultoría.

El órgano constitucional verificó también que Indotel suscribió un contrato de servicios de consultoría el 1 agosto del 2011 con la señora Minó Torres Mejía, para la realización de un estudio de las comunidades que tienen instalados los Centros Tecnológicos Comunitarios, por un monto de 894,000 pesos durante seis meses, “el expediente de dicha contratación no contiene los términos de referencia, ni las demás documentaciones que demuestren la aplicación del proceso de selección correspondiente”.

Asimismo, observó que la inscripción de registro de proveedor del Estado de la contratista es de fecha 25 de agosto de 2011, posterior a la fecha de la contratación. Indica que se identificó que dicho contrato fue modificado en fecha 1 de febrero del 2012 en un 100 %, por un monto de 894,000 pesos para un monto total contratado de 1,788,000 pesos.

 

Al ser cuestionada sobre esta acción, la exdirectora ejecutiva Exarhakos Casasnovas alegó que el contrato con la señora Torres Mejía no fue suscrito por ella, sino por el presidente del consejo directivo de ese período.
