Presidente Abinader presenta logros Burocracia Cero; portal www.gob.do alcanza ahorros de hasta RD$ 60 mil millones en 3 años.

Santo Domingo. – El presidente Luis Abinader presentó este lunes algunos de los logros y avances alcanzados gracias al programa Burocracia Cero, que permite a las empresas y ciudadanos en general, acceder a una gran variedad de servicios públicos a través de una única plataforma digital.

El uso de este portal reduce considerablemente el tiempo de espera y posibilita el ahorro de recursos económicos, promediando una reducción de 125 horas para los ciudadanos y un ahorro estimado de hasta RD$ 60 mil millones en estos tres años.

A la fecha, la página www.gob.do cuenta con más de 300 trámites y servicios de 60 instituciones, con 8,817 usuarios registrados.

El mandatario enfatizó que para fin de año, se espera el gobierno esté integrado en un 85%.

En tanto que el director ejecutivo del Consejo Nacional de Competitividad, Peter Prazmowski, agregó que se establecerá en cada gobernación, un punto de atención ciudadana para llevar estas facilidades a muchas más personas y brindar asistencia a quienes lo necesiten.

*Sector construcción*

El sector construcción registra un ahorro promedio de RD$ 26 mil millones a través de la ventanilla única para tramitar los permisos, y redujo de 206 a 60 días, el tiempo de tramitación para proyectos no complejos y de 206 a 120 días para proyectos complejos.

*Dirección General de Aduanas*

Los despachos en la DGA ahorraron en el primer año más de RD$ 500.44 millones y cuyos beneficiarios corresponden, en un 68%, a pequeñas y medianas empresas.

Un total de 30 mil contenedores han sido despachados en 24 horas o menos y otros 60 mil contenedores, en menos de 48 horas.

*Nuevas empresas*

Asimismo, la apertura de empresas ha sido impactada con una reducción de 16 días a 30 horas y aún se trabaja para reducir a una única solicitud en línea con un plazo máximo de 24 horas.

En este mismo orden, la ONAPI supera los RD$11.87 millones en ahorros y los plazos se redujeron de 24 a 4 horas. Mientras que la Dirección General de Impuestos Internos (DGII), supera los RD$28.11 millones para los RNC, disminuyendo la espera de 5 días a 5 horas.

*Industria*

En ProIndustria, los tiempos y registros se han reducido en un 30%, con un ahorro de RD$ 1 millón.

Además, el Ministerio de Industria y Comercio ha logrado una reducción del 80% en las certificaciones para MiPymes, beneficiando a 12,000 empresas con un ahorro de RD$ 219.71 millones.

*MESCyT*

El Ministerio de Educación Superior, Ciencia y Tecnología ha experimentado una transformación en la solicitud de becas para inglés de inmersión, logrando un ahorro de RD$ 236.74 millones.

Además, los trámites de homologación de estudios preuniversitarios para nacionales y extranjeros se han reducido de 60 días, a tan solo 15 días, con un ahorro de RD$ 367.65 millones.

*Expediente único educativo*

Este nuevo enfoque consiste en un sistema donde se concentran las informaciones de los ciudadanos en materia de educación mediante la interoperabilidad de las distintas instituciones que forman parte del sistema, estas son el Ministerio de Educación (MINERD), el Ministerio de Educación Superior, Ciencia y Tecnología (MESCyT), el INFOTEP y el Instituto de Administración Pública (INAP).

Desde su lanzamiento en agosto, el expediente único ha revolucionado la forma en que los ciudadanos gestionan sus certificados educativos, emitiéndose un total de 238,432 para un ahorro de más de RD$ 480 millones.

*Modernización de servicios y organismos estatales*

El presidente Luis Abinader también destacó los siguientes logros:

Se ha avanzado en la revisión y actualización de la Ley Orgánica núm 04-23 de los Actos del Estado Civil, junto con la elaboración de su reglamento y se han realizado trabajos técnicos en colaboración con la Junta Central Electoral (JCE) para lograr la interoperabilidad del Sistema Nacional de Registro Civil.

Se ha reducido el tiempo para obtener exequátur de profesionales y se ha avanzado en la interoperabilidad con más de 10 instituciones. También ha habido mejoras en Dirección General de Medicamentos, Alimentos y Productos Sanitarios (DIGEMAPS) y se crearon la Unidad Central de Trámites Turísticos (UCTT), la Ventanilla Única de Inversión (VUI), el registro de acciones laborales y la emisión y renovación de pasaportes.
