SICA: Ante llamado del presidente Abinader, El Salvador anuncia establecerá oficina de cooperación en Haití

Belice. -El vicepresidente de El Salvador, Félix Ulloa, anunció en la 57ª Reunión de Jefes de Estado y de Gobierno del Sistema de la Integración Centroamericana (SICA), que atendiendo al llamado hecho por el presidente dominicano Luis Abinader, de que acudamos en ayuda de Haití, su país instalará una oficina de cooperación en ese país.

El vicemandatario salvadoreño dijo que los cancilleres de su país y de Haití, acababan de firmar, en Washington, un acuerdo para El Salvador instalar una oficina de cooperación en alguna ciudad de Haití.

*Discurso de Abinader*

Durante su intervención en la reunión del SICA, el presidente Luis Abinader hizo un llamado a sus miembros para apoyar la resolución emitida recientemente por la Organización de Estados Americanos (OEA), donde insta a los Estados miembros a enviar de forma inmediata ayuda a Haití para fortalecer su policía.

El mandatario dominicano reiteró su llamado urgente para que se utilicen los medios con los que disponen para atender la grave crisis que afecta a Haití, poniendo en marcha acciones y esfuerzos conjuntos para viabilizar una respuesta duradera y sostenible.

El presidente Abinader insistió que sigue siendo un reto el crear estrategias integrales y sostenibles en materia de migración, abordando seriamente sus causas nacionales, sin olvidar el impacto fuera de los límites territoriales.

«De manera particular, reiteramos nuestra preocupación por la grave situación que afecta a Haití, en los ámbitos económico, social, político y humanitario, lo que obstaculiza el desarrollo de sus instituciones y ciudadanos», expresó Abinader.

Manifestó que esta crisis multidimensional en Haití implica una carga desproporcionada sobre República Dominicana, “en especial por que genera tensiones sociales y una fuerte presión presupuestaria en los servicios sociales que mi país que se ve obligado a proveer a los migrantes irregulares haitianos”.

*Es improrrogable la restructuración institucional del sistema de integración*

Al hablar en la sesión plenaria de la 57ª Reunión de Jefes de Estado y de Gobierno del SICA, el presidente Abinader, destacó además que, resulta improrrogable la restructuración institucional del sistema de integración e instó a este cónclave a trabajar para actualizar la arquitectura institucional del SICA, siendo creativos en la articulación de estrategias novedosas e intersectoriales que den cumplimiento efectivo a los lineamientos, políticas y estrategias regionales.

Además, agregó, instrumentos de planificación vigentes, evitando impases como los ocurridos recientemente alrededor de la Secretaría General.

Refirió que, el año pasado los vicecancilleres y representantes ad hoc en el Comité Ejecutivo del SICA articularon el texto-propuesta de una “Agenda de Fortalecimiento Institucional y Seguridad Jurídica”, en favor del fortalecimiento institucional, por lo que ahora les toca pasar del papel a la acción.

“Estimados todos, como bien sabemos, nuestra región SICA se enfrenta a múltiples desafíos, pero también posee múltiples herramientas para enfrentarlos. Lo primero es que persiste la necesidad de apuntalar las normas y estándares regionales para garantizar la igualdad, la participación ciudadana y el respeto a los derechos fundamentales en los Estados miembros”, puntualizó el gobernante.

Dijo que, el eje basal del Sistema de la Integración Centroamericana (SICA) es impulsar acciones orientadas a crear una región de paz, libertad, democracia y desarrollo.

“Ante un panorama de creciente beligerancia, y cuando se ponen en tela de juicio estos valores, el principal reto que enfrentamos es hacer que el SICA sea efectivo y significativo para la vida de nuestra gente, lo que pasa, en primera instancia, por vigorizar los procesos institucionales para que el sistema pueda apoyar el fortalecimiento de las instituciones democráticas y el Estado de derecho dentro de los Estados miembros”, apuntó.

Y agregó: “Esta no es una aspiración utópica, pues la búsqueda de esos mínimos para beneficiar positivamente a todos y cada uno de nuestros ciudadanos es lo que da sentido a nuestra unión”.

Así, indicó, acciones muy concretas y prácticas, como la ejecutada por el Consejo Centroamericano de Protección al Consumidor—CONCADECO—, cuya Presidencia Pro-Témpore ostenta República Dominicana, da visos de que podemos impulsar procesos positivos y concretos que impactan la cotidianidad de la gente.

“En el proceso de eficientización, expresamos nuestras felicitaciones al Primer Ministro Briceño, por haber gestionado oportunamente la aprobación de nuestros Cancilleres del “Reglamento relativo a la Adopción y Reconocimiento de la Firma Electrónica en el ámbito del SICA”, otro logro de la integración centroamericana y que constituye un instrumento estratégico para la agilización de la toma de decisiones, reduciendo los costos y tiempos internos en cada instancia regional, así como el impacto ambiental”, significó Abinader.

*Cooperación y asistencia técnica y de recursos para enfrentar los retos medioambientales*

Por otro lado, expuso, que la cooperación y asistencia técnica y de recursos son indispensables para enfrentar los retos medioambientales y el cambio climático y que en reiteradas ocasiones los países miembros del SICA han asumido compromisos para preservar el medio ambiente y hacer uso de los recursos naturales en favor del desarrollo sostenible de la región.

Sin embargo, precisó, pese a los avances institucionales, como la adopción de la Alianza para el Desarrollo Sostenible de Centroamérica (ALIDES), sigue siendo un reto contribuir a la gestión del riesgo, la reducción de vulnerabilidades y el impacto de desastres en los países miembros del SICA, particularmente cuando los pronósticos nos alertan de fenómenos climatológicos para este año, como el Niño, con previsibles impactos negativos en Centroamérica y el Caribe.

Señaló que, la biodiversidad marina y terrestre no está resguardada, que somos una región especialmente vulnerable a los embates climatológicos y que de la mitigación y adaptación climática dependen la seguridad alimentaria, la salud, el desarrollo económico y la supervivencia de millones de personas en nuestros países.

*Reitera preocupación por la profusión del sargazo*

“Aprovechamos para reiterar nuestra preocupación por la profusión del sargazo que inunda mares y playas del Gran Caribe, afectando severamente la flora y la fauna marina, así como el turismo, que es la principal actividad económica de más de la mitad de los países insulares; lo cual, por su naturaleza, nos obliga a tratarlo conjuntamente”, expresó.

Por ese motivo, explicó, los días 15 y 16 de este mes celebramos en Santo Domingo una conferencia del Gran Caribe sobre el sargazo, con el apoyo de la Unión Europea, constante socio para el desarrollo.

“En seguimiento a los resultados de este encuentro, les invito, colegas, hermanos, a unirse a las iniciativas impulsadas por la Asociación de Estados del Caribe (AEC) para luchar contra esta plaga, incluyendo el sumarse al llamado de crear un fondo común para financiar los proyectos y la investigación, así como el establecimiento de un plan integral de acción regional para la gestión del alga de manera sistematizada, estructurada y conjunta”, manifestó.

A juicio del jefe de Estado, el crecimiento económico y el desarrollo sostenible y sostenido es más factible desde el multilateralismo, por eso, dijo, es nuestro deber promover iniciativas de desarrollo y establecer un sistema regional de bienestar, justicia económica y social que asegure un régimen amplio de libertad para el desarrollo pleno y armonioso del individuo y de los pueblos de la región SICA.

Insistió en la necesidad de hacer operativo el “Plan de Reactivación Económica Regional” elaborado intersectorialmente y al igual que en la Declaración de Santiago, volvió a externar su reconocimiento a los avances en la implementación de la “Estrategia Centroamericana de Facilitación del Comercio y Competitividad con Énfasis de Gestión Coordinada en Fronteras”.

El presidente Abinader viaja acompañado de una delegación integrada por el ministro de Relaciones Exteriores, Roberto Álvarez; el jefe del Cuerpo de Seguridad Presidencial (CUSEP), general de brigada Jimmy Arias Grullón, sus asistentes Eilyn Beltrán y Mercedes Pichardo.

El retorno del gobernante y sus acompañantes está previsto para hoy martes 27 en las primeras horas de la noche.
