Presidente destaca estrategia para instalación de 2 mil nuevos megavatios de potencia

Santo Domingo.- Al referirse a la preservación del medio ambiente, el presidente Luis Abinader garantizó que la República Dominicana está decidida a sumarse a la revolución verde que se está produciendo en todo el planeta.

 

“Desde el 16 de agosto de 2020 hasta el 31 de diciembre de 2021, a través del Ministerio de Medio Ambiente y Recursos Naturales, hemos plantado 10 millones de árboles para una cobertura forestal del 43% en toda la geografía nacional”, dijo el gobernante.

 

Citó algunas de las acciones que se impulsan desde el gobierno para reducir los niveles de contaminación como la ejecución de la Ley sobre Gestión Integral y CoProcesamiento de Residuos Sólidos y el programa Eco 5RD.

 

A través de este último, la dirección de Programas Especiales de la Presidencia, solo en 2021 y con una inversión de 570 millones de pesos, fueron intervenidos para la remediación y el control técnico, los vertederos a cielo abierto de San Cristóbal y Haina.

 

También, de Higüey, Punta Cana, Samaná, Las Terrenas, Nagua, Puerto Plata, La Vega y Sosua, que en conjunto reciben el 35% de los desechos sólidos que produce el país.

 

Apuesta por las energías renovables

 

Todo esto es respaldado además por la apuesta del gobierno a las energías renovables, que en 2021 gestionó y firmó contratos para la instalación de proyectos de generación de electricidad a partir de energía solar por una cantidad de 530 MW adicionales.

 

“Esto es más del doble de los proyectos solares que se habían firmado en más de una década pasada”, puntualizó el mandatario al señalar que estos parques se están construyendo en las regiones Sur, Cibao, Este y el Gran Santo Domingo y que se siguen analizando otros proyectos de energía solar para aumentar y otras renovables en el país.

 

Además se ha avanzado en el estudio de la factibilidad de proyectos hidroeléctricos como el de Las Placetas, en Santiago, el Artibonito, en Elías Piña, así como el Proyecto Hidro-bombeo Camú, en la provincia de La Vega.

 

2,000 nuevos megavatios de potencia

 

“En resumen, en un periodo de menos de cuatro años el país tendrá instalados 2,000 nuevos megavatios de potencia, sin que el Gobierno haya tenido que invertir o endeudarse con un solo peso, para la construcción de esas plantas”, pues los costos y préstamos serán asumidos por las empresas y consorcios privados que resulten ganadores de las licitaciones.

 

“Ningún gobierno anterior había diseñado y lanzado una estrategia de construcción de plantas eléctricas para dotar el sistema de capacidad suficiente para satisfacer la demanda, mantener gran reserva y sin invertir un peso del tesoro nacional”, agregó el primer mandatario.

 

En marzo de 2021, se lanzó una licitación pública internacional para la construcción, en la Bahía de Manzanillo, y que iniciaría este año, de una central eléctrica de 800 MW, dividida en dos plantas de 400 MW cada una, junto a una terminal de descarga, almacenamiento y distribución de gas natural para abastecer de combustible a las nuevas generadoras.

 

Esto obedece a la necesidad de incrementar la reserva de generación equivalente, como mínimo, a entre el 10% y el 15% de la demanda máxima, es decir entre 200 MW y 300 MW, como en la mayoría de las naciones de América Latina, pero que sin embargo, en el país era tan solo 62 MW, es decir, no llegaba al 2%.

 

El pasado primero de diciembre se lanzó otra licitación internacional, con carácter de urgencia, para la instalación, este mismo año, de hasta 400 MW basados en unidades generadoras de rápida instalación y ya disponibles en el mercado internacional.

 

La más reciente es del 6 de enero de este 2022, y que a mediano plazo persigue la instalación de otros 800 MW en diferentes lugares del país.

 

Principales ejes del sector eléctrico

 

De igual forma, el Presidente enumeró los cinco ejes principales en materia energética, que son: la ampliación y diversificación del parque de generación eléctrica; la expansión y modernización del sistema de transmisión eléctrica del país; el saneamiento de la gestión y operación de las empresas distribuidoras, incluyendo la estabilidad del servicio, el incremento de la entrega de energía a la población y la mejora de sus infraestructuras operativas.

 

Completan estos ejes, el impulso de la producción de electricidad a partir de fuentes renovables como el sol, el viento, la biomasa y los residuos sólidos urbanos, así como promover la introducción de nuevas tecnologías y combustibles energéticos, actualmente en rápido desarrollo y difusión en el mundo y por último, reformar y fortalecer la gestión pública del sector, así como la mejora y actualización del marco legal y normativo que regula el mercado eléctrico nacional.
