Presidente Abinader presenta logros del Programa Burocracia Cero

_Mandatario señala que el Programa Burocracia Cero, en su primera fase, ha simplificado y reducido los tiempos de respuestas de los trámites en más de un 45%, y se han puesto a disposición de la población, de manera ágil, rápida y sencilla, a través del Portal Único del Estado_

Santo Domingo.- El presidente Luis Abinader presentó los principales logros del Programa Burocracia Cero, a dos años y medio de su implementación que incluyen Despacho en 24 horas, Ventanilla Única de Construcción (VUC), Homologación de medicamentos de la FDA y EMA, Registros sanitarios, Apertura de empresas, No objeción de uso de suelo para proyectos turísticos, Ventanilla Única de Inversión (VUI), Trámites del registro civil, Número de Seguridad Social (NSS), Convalidación de estudios preuniversitarios nacionales y homologación de estudios preuniversitarios realizados en el extranjero, Solicitud de beca para inglés de inmersión, Registro de acciones laborales, Certificación MiPymes y Registro industrial.

Además, otros trámites y proyectos se encuentran en proceso, como son: Viaje Cero, Expediente Único Educativo, Expediente Único Salud, Traspaso de vehículo de motor y Exequatur.

Este Programa, creado mediante decreto 640-20 y su propósito es eficientizar los trámites y servicios del Estado, eliminar las trabas regulatorias, reducir los costos económicos y sociales para mejorar el bienestar de los ciudadanos y promover el crecimiento económico.

El Programa Burocracia Cero es coordinado por una Comisión Ejecutiva integrada por el Ministerio de Administración Pública (MAP), el Ministerio de la Presidencia (MINPRE), el Consejo Nacional de Competitividad (CNC) y la Oficina Gubernamental de Tecnologías de la Información y Comunicación (OGTIC).

Asimismo, este Programa constituye la primera reforma de la Estrategia Nacional de Competitividad, y ha sido priorizado en la Agenda Digital 2030 en el Eje de Gobierno Digital. Tiene la meta de mejorar los 300 trámites que representan más del 80% del costo económico y social de la burocracia, que ascendía a 220 mil millones de pesos o un 47% del PIB en 2019.

Entre 2020 y 2022 fueron intervenidos 157 trámites en 43 instituciones.

El mandatario dijo que el Programa Burocracia Cero, en su primera fase, ha simplificado y reducido los tiempos de respuestas de los trámites en más de un 45%, y se han puesto a disposición de la población, de manera ágil, rápida y sencilla, a través del Portal Único del Estado: www.gob.do.

También, el gobernante señaló que como parte de la estrategia de omnicanalidad, estos trámites también estarán disponibles de manera presencial a través de los PuntoGOB y telefónica en el *462. “Este es un ejemplo de que estamos cambiando la institucionalidad del país, haciendo historia e implementando una forma novedosa de brindar servicios públicos”, puntualizó.

De su lado, director ejecutivo del CNC y del Programa Burocracia Cero, Peter Prazmowski, presentó los detalles de los programas y mencionó los principales logros a la fecha:

• Despacho en 24 horas: El primer logro fue la implementación del proyecto D24H por parte de la Dirección General de Aduanas, que ha permitido que el tiempo en el despacho de aduanas se reduzca de 6 días a menos 24 horas, lo que genera un potencial de ahorro de más de 28 mil millones de pesos para el país, y ha mejorado en 29 posiciones el Indicador de Eficiencia de Despacho del Índice de Desempeño Logístico del Banco Mundial 2023. Esto contribuye al abastecimiento de productos e insumos para la población y las industrias, dinamizando así la economía.

• Ventanilla Única de Construcción (VUC): En el sector construcción se ha logrado la simplificación y digitalización de 21 trámites vinculados a la obtención de los permisos de construcción y se ha logrado la completa interoperabilidad de las 18 instituciones que son parte del permiso de construcción, lo cual representa la primera ventanilla interoperada de esta naturaleza del país y toda Latinoamérica. Los permisos que tardaban hasta 206 días en 2020, con la nueva plataforma se podrán obtener 60 días laborables los proyectos menos complejos y hasta 120 para los más complejos. Esto representa un ahorro potencial de más de 20 mil millones de pesos para el país, y ya está contribuyendo a la dinamización del sector de la construcción que es el que más aporta al crecimiento de la economía.

• Homologación de medicamentos de la FDA y EMA: Otro hito trascendental fue la promulgación del decreto 58-23, en el que la Dirección General de Medicamentos, Alimentos y Productos Sanitarios (DIGEMAPS) autoriza el registro inmediato de medicamentos de origen norteamericano y europeo, lo que permitirá ponerlos a disposición de la población de manera rápida, que como se demostró durante la pandemia, la agilidad en los procesos de medicamentos permite salvar muchas vidas.

• Registros sanitarios: Los tiempos de respuesta para el otorgamiento de los registros sanitarios se redujeron entre un 65% y un 75% para medicamentos, alimentos y bebidas, reduciendo los tiempos de 140 a 40 días. Sin embargo, con el decreto 44-23 la Dirección General de Medicamentos, Alimentos y Productos Sanitarios (DIGEMAPS) está desarrollando un modelo de acreditación y estándares de calidad donde las empresas que sean acreditadas puedan obtener los permisos sanitarios de manera inmediata.

• Apertura de empresas: Las instituciones vinculadas al proceso de apertura de empresas, tan importante para la generación de empleos y la mejora del clima de negocios, también han reducido sus tiempos de respuesta pasando de 16 días en 2020 a un promedio de 30 horas.

• No objeción de uso de suelo para proyectos turísticos: En abril de 2022 el Ministerio de Turismo creó la Unidad Central de Trámites Turísticos (UCTT), la cual es una plataforma digital que conecta las instituciones del Estado vinculadas a la aprobación de proyectos y de licencias en el sector turístico, reduciendo pasos y tiempos, y entregando al usuario un control de supervisión de todos sus procesos. A la fecha se han recibido 751 solicitudes de no objeción de uso de suelo para proyectos turísticos, que se han beneficiado de una reducción del tiempo de respuesta de un 30% en promedio, pasando de 80 días de respuesta a 60-55 días.

• Ventanilla Única de Inversión (VUI): Esta agrupa actualmente a 50 trámites correspondientes a 17 instituciones. A través de esta, PRODOMINICANA ha gestionado más de 60 proyectos de inversión y se ha brindado asistencia a más de 1,755 inversionistas. La ventanilla se ha convertido en la principal puerta de entrada de los inversionistas extranjeros, y ha sido parte de los factores que permitieron al país lograr cifras récord de inversión extranjera directa en 2022.

• Trámites del registro civil: En cuanto a los trámites ciudadanos, un logro destacado es la aprobación de la Ley 04-23 de Actos del Estado Civil, eliminando el vencimiento de las actas y modernizando el proceso del Registro Civil que es el más demandado por los dominicanos en el país y en el exterior.

• Número de Seguridad Social (NSS): Otro trámite de alto impacto ciudadano es la asignación del NSS a menores, que permite que una persona de cualquier parte del país no tenga que venir a las oficinas de Santo Domingo para solicitarlo, y contando con un tiempo de respuesta en 24 horas laborables, impactando así a las más de 6,000 solicitudes recibidas al año.

• Convalidación de estudios preuniversitarios nacionales y homologación de estudios preuniversitarios realizados en el extranjero: Estos trámites, correspondientes al Ministerio de Educación, se realizaban de manera presencial y completamente manual, con una duración de 60 días. En la actualidad, con la implementación de la nueva plataforma de control y el sistema de escaneo de los expedientes, se ha reducido el tiempo de tramitación a solo 15 días, impactando las más de 20,000 solicitudes al año. Además, para el trámite sobre documentación de secundaria, media, modalidad en arte y técnico profesional del Distrito 10-01 de la Regional 10, tomado como piloto, se redujo en un 60% el tiempo de respuesta.

• Solicitud de beca para inglés de inmersión: Este proceso del MESCyT, del cual se reciben alrededor de 65,000 solicitudes al año, se automatizó en su totalidad, reduciendo el tiempo de resolución en un 25% y mejorando la experiencia del usuario. Además, está integrado en el Sistema Nacional de Becas, disponible en el Portal Único de Becas: www.becas.gob.do.

• Registro de acciones laborales: Estos procesos del Ministerio de Trabajo, los cuales reciben 140,000 solicitudes promedio al año, pasaron de tomarse 10 días laborables a ser inmediato en línea, con impacto enrome en la dinámica laboral y empresarial.

• Certificación MiPymes: Corresponde al Ministerio de Industria, Comercio y MiPymes (MICM), el cual presenta una reducción de un 80% del tiempo de resolución pasando de 15 a 3 días, beneficiando los más de 12,000 empresas que la solicitan al año.

• Registro industrial: Se destacan las mejoras realizadas al proceso de registro industrial de PROINDUSTRIA, que se encuentra en línea y ha mejorado sus tiempos en un 30%.

Además de lo que se ha logrado a la fecha, otros trámites y proyectos se encuentran en proceso, entre los que caben destacar:

• Viaje Cero: Con el fin de acercar los servicios públicos a los ciudadanos, se está coordinando la habilitación de quioscos de atención o PuntoGob expreso, en cada una de las 32 gobernaciones del país, para que aquellos ciudadanos que no cuentan con acceso a internet o con habilidades digitales, también puedan beneficiarse del Programa Burocracia Cero. Las provincias priorizadas para la instalación de los quioscos son: Pedernales, Duarte, Samaná y El Seibo.

• Expediente Único Educativo: Consiste en diseñar e implementar un sistema donde se concentren las informaciones de los ciudadanos en materia de educación, mediante la interoperabilidad de las distintas instituciones que forman parte del sistema: MINERD, MESCyT, INFOTEP y el INAP.

• Expediente Único de Salud: Se busca crear los mecanismos de registro, actualización e interoperabilidad entre los diferentes actores del Sistema Nacional de Salud que permitan la creación de un expediente de salud, que no solo incluya las informaciones de las consultas médicas, si no que integre otros elementos como receta electrónica y del ambiente familiar, comunitario, laboral y medioambiental del ciudadano.

• Traspaso de vehículo de motor: este trámite de alta demanda de la ciudadana está en proceso de simplificación, a fin de mejorar la experiencia del usuario, haciéndolo más ágil, transparente y totalmente en línea su utilización.

• Exequatur: Los tiempos de resolución se han reducido en más de un 30%, además de la eliminación de pasos innecesarios de manera que se permita la rápida inserción laboral de los profesionales. En adición, se está trabajando en lograr la interoperabilidad de las más de 10 instituciones involucradas en el proceso de manera que los tiempos se puedan reducir aún más, y que la entrega de estos sea a través de una certificación digital que pueda ser validada con código QR de manera inmediata, aumentando la transparencia y la validez del documento, así como mejorando la empleabilidad de este grupo de profesionales.

El Presidente Luis Abinader cerró la presentación enfatizando que “Burocracia cero es una transformación cultural que se traducirá en la mejora de la calidad de vida de los dominicanos, eliminando trabas innecesarias que generan costos y limitan la productividad de las empresas, y evitando que los ciudadanos sean mensajeros del Estado. Esto es un verdadero cambio, que ha sido resultado del compromiso de todas las instituciones, uniendo esfuerzos para transformar el Estado en uno menos burocrático, más transparente y orientado al ciudadano”.
