Presidente Abinader declara Plan de Reforestación de seguridad nacional

_Llama a toda la sociedad a involucrarse y participar en un Plan de Reforestación para protección de los recursos naturales._

Santo Domingo. – El presidente Luis Abinader declaró este lunes un Plan Nacional de Reforestación, el cual definió de seguridad nacional para el Gobierno de la República Dominicana y aseguró que todos los organismos gubernamentales estarán dedicados para defenderlo, protegerlo y apoyarlo.

«Este programa de reforestación es de seguridad nacional para el gobierno de la República Dominicana y todos los organismos del gobierno van a estar dedicados a este plan de reforestación para defenderlo protegerlo y apoyarlo», enfatizó el mandatario.

En ese sentido, manifestó que las cuencas de las cuencas de los ríos son de seguridad nacional y que el que atenta contra ellas estará atentando contra la seguridad Nacional de la República Dominicana.

Al encabezar la presentación del Plan Nacional de Reforestación – Restauración de Ecosistemas Forestales 2023-2024, el jefe de Estado anunció que ya fueron transferidos y autorizados al Ministerio de Medio Ambiente los recursos necesarios para la ejecución del plan de reforestación.

Además, indicó que está semana, de acuerdo a la programación, ya tienen planificado hacer una reunión en la Casa de Gobierno para que todos los ministerios e instituciones apoyen a este plan empezando e integrándose a partir del fin de semana.

«Le pido también a toda la sociedad de la República Dominicana, a todos especialmente a la comunidad medioambiental, pero ya ellos están integrados, pero a toda la comunidad, a toda la sociedad dominicana, que se integren a apoyar este programa», insistió.

Expresó que desde el gobierno harán estos planes a corto, mediano y largo plazo y también desde el ministerio de educación se proyecta empezar a concientizar a los estudiantes desde las escuelas básicas y continuar también en los liceos y la posibilidad de tener politécnicos ambientales en las diferentes regiones del país.

En tanto, el ministro de Medio Ambiente, Miguel Ceara Hatton, manifestó que la institución que dirige aprovecha la fecha para confirmar el compromiso asumido por el país y por el gobierno con la adopción de la ley general de gestión integral y co-procesamiento de residuos sólidos, la ley 225 – 20, para reducir la generación de residuos por plástico y la utilización de plásticos de un solo uso y del fom.

Ceara Hatton expuso que, en materia ambiental el país tiene 6 prioridades que son: la educación ambiental, el agua, el impacto del cambio climático, Mar Caribe, manejo de los residuos sólidos y la permisología.

Mientras que, el viceministro de Recursos Forestales del Ministerio de Medio Ambiente, José Elías González, hizo la presentación del Plan Nacional de Reforestación (restauración de ecosistemas forestales), dónde explicó que se han planteado como metas reforestar 320,000 tareas de tierra en las 31 provincias del país, incluyendo reforestación en zonas costeras, se priorizarán 5 cuencas y como sitios identificados en 4 áreas protegidas.

La bendición del acto estuvo a cargo del obispo auxiliar de la Arquidiócesis de Santo Domingo, monseñor Ramón Benito Ángeles Fernández.

Inicio del Plan Nacional de Reforestación-Restauración de Ecosistemas Forestales 2023 -2024

Más temprano, en Villa Altagracia, el presidente Abinader destacó que el ministerio de Medio Ambiente necesita que toda la sociedad dominicana se involucre y participe para poder ser exitosos en la protección de los recursos naturales del país.

«Aún teniendo mucho más presupuesto que el que tiene actualmente, es imposible, en esta situación controlar y proteger nuestros recursos naturales, sin la participación de los sectores sociales», sostuvo el mandatario.

El gobernante, al encabezar el inicio del Plan Nacional de Reforestación – Restauración de Ecosistemas Forestales 2023 -2024 en el marco del día Mundial del Medio Ambiente, sostuvo que dentro de esos sectores sociales que deben involucrarse están la empresa, los comunitarios, y ese sentido destacó la presencia de la Fundación Rica en la actividad.

El presidente Abinader indicó que serán sembrados cinco árboles por cada árbol afectado durante la sequía y los incendios y además expuso que, las cuencas del país serán protegidas por encima de cualquier interés particular, sin importar a quién afecte.

«Este gobierno no solo va a restaurar las cuencas de nuestros ríos, sino que independientemente, quién las afecte la vamos a proteger por encima de cualquier interés particular. Proteger las cuencas de nuestros ríos es proteger la vida. Ese es el interés principal que deben tener todos los dominicanos «, aseguró el presidente Abinader.

Resaltó también, que serán incorporados también otros ministerios e instituciones públicas para ayuden en el proyecto de reforestación.

«Vamos a enviar a todo el país y vamos a responsabilizar un ministerio de cada sector para poder garantizar el éxito de este programa», dijo además.

Recalcó su pedido, no solamente al gobierno, sino a toda esa a toda la comunidad medioambiental, a los sectores, las empresas, que colaboren en este programa de reforestación.

Cambiar la relación con el Medio Ambiente

De su lado, el ministro de Medio Ambiente dijo que en la República Dominicana se debe cambiar la relación con el Medio Ambiente, el cual debe pasar un proceso educativo, desde los niños en la escuela, hasta que se convierta en un valor.

«Así como todo el mundo se encuentra mal que robar, matar, transgredir la ley es incorrecto, también afectar el medio ambiente es incorrecto, porque a la larga está afectando nuestras condiciones de vida», expuso Ceara Hatton.

Destacó que hoy el gobierno inicia el Plan Nacional de Reforestación en áreas protegidas, porque con la reforestación se garantiza de que tengamos agua.

También, el director de Foresta, Máximo Aquino, informó que se plantaran en el inicio del Programa Nacional de Reforestación 4 mil plantas, de especies nativas y naturalizadas y dijo que se plantaran 1,500 de especies de Pino Caribea, 1,500 de Caobas Criollas, 500 de bambú, 500 de la especie cedro.

Expuso que con el inicio del Plan Nacional de Reforestación, se ha actuado bajo la filosofía de ejecución la gestión integral de las Cuencas Prioritarias Hidrograficas que se han identificado.

Presidente Abinader se ha preocupado por las futuras generaciones

En tanto, el presidente Asociación de Industrias de la República Dominicana (AIRD), Julio Virgilio Brache, en nombre de la fundación Rica, expresó que con el plan iniciado hoy se le devuelve a la naturaleza el agua que tanto se le ha tomado prestada y dijo que el presidente Abinader se ha preocupado por las futuras generaciones, porque los hijos y nietos son quienes se beneficiarán del acto.

Expuso, además que, Villa Altagracia es responsable de la mayoría de agua que se consume en la ciudad de Santo Domingo, y por eso es que de alto valor reforestar la cuenca de la zona.

De igual forma, el periodista y comunitario de Villa Altagracia, Adalberto Grullón, señaló que en la zona nacen, los ríos, Isa, Mana, Duey e Isabela, entre otros, que nutren a la ciudad capital en un más de 35%.

Estuvieron presentes en las actividades el ex presidente Hipólito Mejía; los ministros Administrativo de la Presidencia, José Ignacio Paliza de Defensa, teniente general Carlos Luciano Díaz Morfa; de Industria, Comercio y Mipymes, Víctor -Ito- Bisonó; de Energía y Minas, Antonio Almonte; de Agricultura, Limber Cruz; de Educación, Ángel Hernández; de la Juventud, Rafael Féliz García y de Economía, Planificación y Desarrollo, Pável Isa Contreras.

También, el vicepresidente ejecutivo del Consejo Nacional para el Cambio Climático y Mecanismo de Desarrollo Limpio (CNCCMDL), Max Puig; el director general de la Corporación del Acueducto y Alcantarillado de Santo Domingo (CAASD), Felipe -Fellito- Suberví; el director ejecutivo del Instituto Nacional de Recursos Hidráulicos (INDRHI), Olmedo Caba Romano.

Además, el director del Instituto Nacional De Aguas Potables Y Alcantarillados (INAPA), Wellington Arnaud; el administrador general de la Empresa de Generación Hidroeléctrica Dominicana (EGEHID), Rafael Salazar; el alcalde de Villa Altagracia, José Miguel Méndez; la gobernadora de la provincia San Cristóbal, Pura Casilla; el diputado, Gustavo Lara y las presidentas de la Fundación Sur Futuro, Melba Segura y de la Fundación Propagas, Pirigua Bonetti.
