_De todas las instituciones beneficiarias se verificaron los endosos de cada uno de los cheques y se comprobó que los fondos fueron recibidos, depositados por el beneficiario final en las cuentas correspondientes_

SANTO DOMINGO, República Dominicana.- Dando respuesta al proceso de auditorías que realiza la Contraloría General de la República a las instituciones del Gobierno, el Ministerio Administrativo de la Presidencia informó que desde el día 28 de febrero del 2022 aclaró a la entidad evaluadora sobre los puntos resaltados por esta en su política interna (PL-PR-DF-EC-001-17).

El ministro Administrativo de la Presidencia, José Ignacio Paliza, dijo que según política interna, en los casos en que el beneficiario (persona fisica o jurídica) no pueda presentarse, la persona autorizada para el retiro del cheque deberá presentar un documento formal de autorización y copia de su cédula de identidad o pasaporte vigente.

“Verificamos que, dentro de los cheques citados, el 31% fueron a favor de la Iglesia Católica y corresponden a una asignación fija mensual de fondos presidenciales, que desde 2014, son entregados a la oficina de enlace de la Iglesia Católica, tras solicitud recibida, esta los entrega a los respectivos Obispados y/o Arzobispados, como se comprueba en la recepción del cheque y en los endosos, igual sucede con iglesias de otras denominaciones”, dijo.

“De que se trata, de un cheque por ejemplo a nombre de un Obispado, retirado por un tesorero y no por el obispo. Al final se comprobó que fue depositado en la cuenta debida, en la cuenta de la entidad, en la cuenta del Obispado. Además, los cheques no podían ser endosados”, puntualizó.

“El 36% de cheques corresponde a fondos entregados a ayuntamientos y juntas municipales, los cuales son representados por el alcalde o director municipal (máxima autoridad de esas entidades)”, agregó.

Asimismo, informó que para verificar su correcto uso, en conjunto con la Unidad de Control se verificó que todos los cheques fueron recibidos, depositados por el beneficiario final en las cuentas oficiales correspondientes y utilizados para los fines que fueron erogados. Por lo tanto, se eliminó un posible riesgo en el proceso de entrega de los cheques ajenas a los beneficiarios.

Finalmente, el ministro Paliza expresó que se siguen realizando acciones que les permitan reforzar el control en el proceso de entrega de los cheques a los beneficiados jurídicos, enfocado a que ninguna persona sin una autorización pueda retirar cheques.

Los cheques auditados por la Contraloría General de la República y respondidos por el Ministerio Administrativo de la Presidencia son los que aparecen en el anexo a esta nota.
