Las clases en septiembre volverán septiembre hacer presenciales

Santo Domingo, RD-El presidente Luis Abina­der dijo que cumplió con su promesa de “salvar el año escolar” junto al Mi­nisterio de Educación.

 

“Cumplí con mi palabra, hace ya casi un año cuan­do dije que salvaríamos es­te año escolar”, expresó el mandatario.

 

Ayer, el presidente Abi­nader encabezó el acto de cierre del año escolar a dis­tancia y semipresencial 2020-2021 realizado en la explanada del Ministerio de Educación.

 

 

Durante su intervención agregó que se siente satisfe­cho de saber que el año es­colar concluyó a pesar de que tomó las riendas del gobierno con una crisis eco­nómica causada por la pan­demia del coronavirus.

 

“Esa fue mi obsesión (la evolución del año escolar), esa fue mi promesa y este es el resultado. El futuro es­tá aquí en los alumnos y los profesores”, dijo.

En medio de la polémica que inició a principio de ju­lio sobre la cancelación he­cha por la Dirección Ge­neral de Contrataciones Públicas (DGCP), de 45 lotes para adquisición de equipos tecnológicos, el Mi­nisterio de Educación (Mi­nerd) catalogó el proceso de compras como “el más eficiente en toda la historia de la institución”.

 

 

“Nuestra gestión desa­rrolló un amplio proceso de compras, contrataciones y adjudicaciones de bienes y servicios. De dicha jornada ha quedado constancia de que ese proceso fue el más participativo, eficiente, éti­co y transparente de la his­toria del Ministerio de Edu­cación”, señaló el ministro Roberto Fulcar.

 

El acto de clausura estu­vo encabezado por el presi­dente Abinader, quien dijo que cumplió con “su pro­mesa de salvar el año esco­lar”.

 

El pasado siete de julio la Dirección General de Con­trataciones Públicas anu­ló, mediante cuatro resolu­ciones, 45 lotes de un total de 56 contratados con unas 52 empresas ganadoras pa­ra adquirir 752 mil netbo­oks, laptops y tabletas para el desarrollo obligatorio del año escolar a distancia por la incidencia del coronavi­rus.

 

 

Los documentos colga­dos en su portal web y de acceso público indican que deben ser evaluadas otra vez las adjudicaciones de las empresas que resulta­ron descalificadas en el con­curso convocado pública­mente por el Minerd el 16 de noviembre de 2020 pa­ra el proceso de Excepción de Urgencia para la Adquisi­ción de Dispositivos Tecno­lógicos.

 

“El órgano rector de las contrataciones públicas dic­taminó a través de las re­soluciones 128, 129, 131 y 135 que el Minerd deberá ponderar las ofertas econó­micas de las empresas que resultaron descalificadas, emitiendo un nuevo infor­me de evaluación y que, de existir variaciones en los lo­tes inicialmente adjudica­dos, deberán ser readjudi­cados y ratificar aquellos otros donde no existiese va­riación”, cita el documento.

Fulcar recalcó que el pro­ceso de adjudicación se efectuó en compañía de la Dirección de Ética e Inte­gridad Gubernamental, la Mesa de Veeduría de la so­ciedad civil y organismos in­ternacionales para garanti­zar los procesos educativos.

 

Mientras, el Minerd con­sidera que la DGCP se des­bordó en su competencia al ordenar en cuatro resolu­ciones la anulación y revi­sión de más de la mitad de los lotes, de acuerdo a las solicitudes de medida cau­telar presentadas la sema­na pasada ante el Tribunal Superior Administrativo (TSA) para que se suspen­dan la ejecución de las deci­siones de Contraciones Pú­blicas.

 

 

Fulcar ratificó que fueron superadas algunas de las di­ficultades que impuso la in­cidencia de la pandemia del coronavirus.

 

“Mucha gente apostaba –sin nosotros conocer la ra­zón– a la imposibilidad del desarrollo del año escolar 2020-2021”, expresó el minis­tro de Educación durante su intervención en el acto oficial del cierre del año lectivo.

Fulcar señaló que la fal­ta de un plan estratégi­co para el año escolar 2020-2021, las deudas por más de 17,000 mi­llones de pesos, una ca­rencia de 19,000 maes­tros, el deterioro del 87% de las plantas físi­cas de los centros edu­cativos, la amplia bre­cha digital, el escaso ni­vel de institucionalidad y la existencia de un mo­delo educativo desfasa­do se destacan dentro de los principales obstácu­los a los que se enfrentó su gestión.

Finalmente, agradeció al presidente Abinader por confiar en él y en su equipo de trabajo frente a la entidad que rige la educación pública domi­nicana.
