Francisco Pagán se declara  culpable y entrega dinero y bienes al Ministerio Público

Santo Domingo, RD– Francisco Pagán Rodríguez, pasado director de la Oisoe e imputado en el caso Anti Pulpo, confirmó al Ministerio Público que se benefició del entramado de corrupción y procedió a hacer entrega de bienes y dinero.

Pagán Rodríguez le confesó al Ministerio Público haber adquirido un apartamento de la Torre Residencial Alco Paradisso, ubicada en la calle José Aybar Castellanos, en La Esperilla, con una superficie de 481.94 metros.

Las autoridades le realizaron una tasación al inmueble, en fecha 27 de noviembre del año 2021, concluyendo el agrimensor Jorge Quezada Valdez, que dicho apartamento poseía un valor de treinta y nueve millones de pesos.

 

“Al ser cuestionado el acusado Francisco Pagán Rodríguez, sobre los fondos obtenidos para la adquisición de tan lujoso apartamento, el mismo establece en un acta de entrega voluntaria de fecha 10 de diciembre del 2021, que su situación económica era difícil producto de algunas inversiones que había realizado, y que no habían salido como esperaba, lo cual le llevó a la quiebra. Por esa razón, para la adquisición del referido apartamento, recibió de parte de un funcionario público, por intermedio de un señor de nombre Kelvin Santiago, la suma de diez millones de pesos dominicanos (RD$10,000,000.00), que le fueron entregados en una funda negra”, señala la acusación del caso Anti Pulpo, donde Alexis Medina, hermano del expresidente Danilo Medina, figura como principal encartado.

Es en base a esa declaración que Pagán realizó un acta de entrega voluntaria el 10 de diciembre del presente 2021, donde hace la devolución de los diez millones de pesos dominicanos (RD$10,000,000.00), a través de cinco cheques de administración: uno por RD$4,000,000.00; otro RD$1,827,000.00, de la Asociación La Nacional de Ahorros y Préstamos; otro por RD$2,000,000.00; otro por RD$800,000.00 y quinto por valor de RD$1,373,000.00 del Banco Popular Dominicano.

 

Otro de los bienes que Pagán admitió haber recibido con dinero de la red fue uno adquirido en el año 2019. Se trata de una porción de terreno dentro del ámbito de la parcela no. 5, del Distrito Catastral no. 2, municipio de Tamayo, provincia Bahoruco, la cual tiene una extensión superficial de 3,399 tareas.

 

El inmenso terreno, fue comprado al Banco de Reservas por la cantidad de RD$5,948,250.00, mediante acto de venta de fecha 27 de junio del año 2019”, señala la acusación.

 

“El acusado Francisco Pagán Rodríguez reconoce al Ministerio Público que esta es parte de los bienes adquiridos producto del dinero obtenido de las acciones típicas señaladas por el Ministerio Público, porque mediante el acta de entrega voluntaria de fecha 10 de diciembre del 2021, hace entrega voluntaria para fines de decomiso a favor del Estado dominicano”, señala la acusación.

Uno de los señalamientos que hace el Ministerio Público es que Pagán elevó considerablemente su estilo de vida, presentando gastos en restaurantes y lugares de clase alta, los cuales no podría permitirse con el salario que devengaba. “Un ejemplo de lo anterior puede verificarse en los gastos periódicos realizados en el Restaurant Cantábrico, ubicado en Gazcue”, indican.

 

El 15 de febrero del año 2021, a la firma de los licenciados Guido Barcacel e Yselson Padro, abogados representantes de la sociedad comercial Restaurant Cantábrico SRL, fue remitido a la Procuraduría un informe donde detallan los gastos de la cuenta abierta por el acusado Francisco Pagán Rodríguez en el referido establecimiento comercial.

“Al analizar el movimiento de la cuenta del acusado Francisco Pagán Rodríguez en el Restaurant Cantábrico, se puede verificar que este presentó un gasto mensual, desde el año 2017 al año 2020 por un valor de RD$249,522.04, sin embargo, su ingreso legal, en este caso, su salario neto de la OISOE no alcanzaba dicha suma mensual”, indica la acusación.

 

En total, entre el 2017 y 2020, Pagán Rodríguez gastó en el restaurante 8,483,749.44.
