Encargado de Negocios de la embajada de EE. UU. pide agilizar aprobación de la Ley contra la Trata de Personas

SANTO DOMINGO.- El encargado de Negocios de la embajada de los Estados Unidos en el país, Dr. Robert W. Thomas, demandó del Gobierno dominicano no demorar en la aprobación de la Ley contra la Trata de Personas, a fin de hacerle frente a esta mala práctica.

Dijo que las condiciones están dadas para lograr esos objetivos y elogió la apertura mostrada por el Gobierno dominicano a través del presidente Luis Abinader y del ministro de Interior y Policía, Jesús Vásquez Martínez, no solo en este tema sino en todos los demás de interés regional.

«El combate a la Trata de Personas y la Explotación Sexual es un trabajo difícil y requiere mucho tiempo, porque hay que reconocer, investigar y luego procesar las informaciones obtenidas, que constituyen la espina dorsal para dar respuesta y la debida condena a estos terribles delitos, así como poder rescatar a las víctimas y desmantelar las redes de traficantes”, manifestó.

Al hablar a los presentes durante el acto de apertura del Primer Diplomado para ser Investigador Especialista en Trata de Personas y Explotación Sexual Comercial de Niños, Niñas y Adolescentes, el diplomático afirmó que el Gobierno de los Estados Unidos se compromete a brindar un continuo apoyo en la lucha contra este flagelo internacional en la República Dominicana, capacitando a la Policía local y a los fiscales para ver más allá en cada caso aislado y ver en cambio patrones más amplios de criminalidad, para romper de manera definitiva esas redes de tráfico.

De su lado, el ministro Vásquez Martínez, al pronunciar las palabras centrales del acto, calificó como un paso de avance la apertura iniciada por la Policía en los procesos de capacitación hacia la profesionalización de la institución, lo que aseguró será un éxito en mediano plazo, “y digo esto porque este Diplomado es una muestra clara y palpable, de que estamos dando los pasos de lugar para lograr tales objetivos”.

Recordó que previo a este diplomado ya habíamos firmado un convenio con el Ministerio de Educación Ciencia y Tecnología y una universidad española para formar a los agentes de la Policía con un Doctorado en Investigación Criminal un hecho sin precedente en el país.

“Este diplomado que iniciamos hoy, es el resultado de las necesidades identificadas en la formación de los agentes que fortalecerá no solo el Departamento de Investigación de Tráfico Ilícito de Migrantes y Trata de Personas de la Policía Nacional (DTT), sino también la Procuraduría Especializada contra el Tráfico ilícito de Migrantes y Trata de Personas (PETT), el Consejo Nacional para la Niñez y la Adolescencia (CONANI), el Instituto Nacional de Formación Técnico Profesional (INFOTEP), la Oficina de las Naciones Unidas contra la Droga y el Delito (UNODC) y el Programa Track4TIP, la Organización Internacional para las Migraciones (OIM) y la Misión Internacional de Justicia”, destacó el funcionario.

“No permitamos que más niñas, niños, adolescentes y mujeres sigan siendo víctimas de delitos de esta naturaleza, dando cada día lo mejor de ustedes desde la posición que les toque jugar”, instó el ministro a los participantes.

Deploró los abusos de la inocencia de un niño, lo cual consideró un acto intolerable en cualquier sociedad, por lo que valoró la aprobación en el país de la Ley 1-2021, que prohíbe el matrimonio infantil, para la protección de los menores de edad.

El Curso
El curso está destinado a 200 agentes policiales con el objetivo capacitarlos en materia de trata de personas y cuenta con el apoyo de las embajadas de Estados Unidos, Alemania, Canadá y Brasil.

En el acto de apertura asistieron el director de la Policía Nacional, mayor general Edward Sánchez; Yohana Bejarán, procuradora adjunta encargada de la Procuraduría Especializada de Trata y Tráfico de Personas, el rector del Instituto Policial de Educación, general Orison Olivence Minaya; José Monteiro, director de Misión Internacional de Justicia en República Dominicana, entre otras personalidades y miembros de la sociedad civil.
