_Presidente Abinader declara que uno de los retos latinoamericanos es asumir una postura de incidencia global._

 

Santo Domingo.- El presidente Luis Abinader encabezó este jueves el Encuentro Regional 2022 Tecnología, Política y Economía: Los Desafíos en América Latina y el Caribe, donde la representante de la Fundación Internacional para la Libertad (FIL), Beatrice Rangel, dijo que la República Dominicana es una de las naciones con mayor vocación de desarrollo de la Región.

 

“Nos encontramos hoy en una de las naciones con mayor vocación de desarrollo de nuestra región. Según Trading Economics, la República Dominicana ha crecido una tasa promedio de 5.7% desde 1992 hasta este año, un récord histórico de nuestra región”, destacó Rangel.

 

Rangel señaló que está claro que desde cualquier ángulo que se mida el proceso de aprovechamiento del Tratado de Libre Comercio con los Estados Unidos, en ese proceso República Dominicana ha sido líder.

 

Agregó que de todos los países miembros del DR-CAFTA, República Dominicana es la que más eslabones de la cadena de distribución de los Estados Unidos ha traído a su territorio.

 

“Más impresionante sea que la República Dominicana en solo diez años ha logrado un índice de desarrollo humano de 782 puntos, ingresando a la categoría de los países líderes en el tema del desarrollo humano”, indicó.

 

Sostuvo que el desarrollo ha sido logrado gracias a la libertad y democracia que imperan en la República Dominicana y dijo esperar que, desde el foro, salgan lecciones para el resto de América Latina.

De su lado, el presidente Luis Abinader expresó que la República Dominicana tiene un crecimiento líder en la región reflejado en las cifras récords de sus zonas francas, lo que le ha permitido subir en tan solo dos años ocho puestos en el índice de desarrollo humano.

 

No obstante, dijo que uno de los retos del país y toda América Latina es asumir una postura que tenga incidencia global, enfocada a profundizar las sinergias con aliados estratégicos como Estados Unidos, Europa, China y Oriente Medio, “e integrarnos más y mejor en los foros de decisión globales”.

 

El mandatario enfatizó que la seguridad jurídica del país y nuestra institucionalidad hacen que tengamos también una inversión extranjera récord y la mayor reserva de divisas.

 

Alianza para el Desarrollo en Democracia cosechando éxitos

En ese orden, citó como un paso trascendental en el ámbito de las relaciones internacionales del Gobierno haber tejido una red como la Alianza para el Desarrollo en Democracia con Costa Rica y Panamá, la cual, aseguró está cosechando muchos éxitos y que recientemente Estados Unidos ha mostrado mucho interés en apoyar y colaborar.

 

Al pronunciar el discurso central apertura del Encuentro efectuado en un hotel de esta capital, el presidente Abinader dijo que los esfuerzos internos de cada país, así como la colaboración entre nosotros es lo que nos hace más fuertes.

 

Observó que, foros como este nos permiten generar espacios para aportar soluciones dinámicas e innovadoras y para liderar iniciativas que puedan replicarse en otras partes del mundo.

 

El Jefe de Estado manifestó que las naciones latinoamericanas deben ser aliadas del cambio, de las tecnologías y generar una economía resiliente, inclusiva y verde a través de sus instituciones de gobierno.

 

Refiriéndose al potencial de recursos naturales de América Latina, Abinader expuso el cambio climático, por ejemplo, la protección de la biodiversidad y la transición energética son ejemplos muy ilustrativos de la incidencia global de la región.

 

Para avalar ese planteamiento, el presidente Luis Abinader enumeró que: “Tenemos el 60% de la biodiversidad del planeta, el 25% de los bosques tropicales, el 28% de la tierra con potencial para la agricultura, el 20% de la capacidad hidroeléctrica mundial y hasta el momento solo hemos desarrollado el 23% de nuestro potencial hidroeléctrico”.

 

Agregó que estas cifras invitan a pensar que América Latina y el Caribe pueden convertirse en un actor determinante en la lucha global contra el cambio climático, y también, representan una gran ventaja competitiva, ya que las soluciones basadas en la naturaleza son una respuesta eficaz y rentable al calentamiento global.

 

En paralelo está, añadió, el potencial de la región para generar energía limpia o proveer alimentos a la población mundial.

 

El gobernante sentenció que apostar por la educación, la formación, las políticas fiscales progresivas, los servicios públicos como garantía de derechos y nivelador de condiciones, integración regional, mecanismos de apoyo financiero internacionales, o una transición energética justa son los ejes de acción que todo gobierno debe tener en su agenda si quiere progreso y estabilidad en la próxima década.

 

El mandatario encabezó el Encuentro Regional 2022 que organiza el Centro de Análisis para Políticas Públicas (CAPP), junto a Víctor -Ito- Bisonó, presidente emérito, con la participación de los expresidentes de Uruguay, Luis Alberto Lacalle Herrera, y de Colombia, Álvaro Uribe.

 

El CAPP, presidido por Mario Pujols, organizó el encuentro, realizado en el hotel Intercontinental Real Santo Domingo, como parte de sus iniciativas para promover y discutir sobre políticas públicas vinculadas a temas de relevancia económica y social en la República Dominicana.

 

Instituciones consolidadas

Durante el evento, el ministro de Industria, Comercio y Mipymes y presidente emérito del CAPP, Víctor -Ito- Bisonó, expuso que como liberales, tienen consciencia de que la República no puede depender de la buena voluntad del gobernante de turno sino de la vida orgánica de instituciones consolidadas.

 

«Es por ello por lo que resaltamos la agenda de reformas presentada por el presidente Luis Abinader quien, a diferencia de quienes han querido jugar con las Constituciones en busca de magnificar sus poderes, lo que hace es promover los límites que benefician a la colectividad y al sistema de presidencialismo», dijo.

 

Y agregó: «Una justicia independiente, Ministerio Público libre de la injerencia política, anhelos siempre presentes en la retórica proselitista pero nunca implementados por la vieja política dada a los acuerdos de aposento. Ahora que son una realidad, corresponde volverlos la norma tal como debieron ser hace tiempo».

 

El panel de apertura, titulado América Latina, política y economía, cómo afectan los cambios políticos, económicos y sociales del mundo a la región, resultados electorales y el impacto en los países de la región, fue analizado por los expresidentes de Uruguay, Luis Alberto Lacalle Herrera y de Colombia, Álvaro Uribe e Iván Duque, quien lo hizo de forma virtual.

 

El panel fue moderado por el director para América Latina, Fundación Internacional para Sistemas Electorales (IFES), Max Zaldivar.

 

Estuvieron presentes los presidentes del Senado Eduardo Estrella y de la Cámara de Diputados Alfredo Pacheco; el expresidente Hipólito Mejía y el ministro Administrativo de la Presidencia, José Ignacio Paliza.
