El joven sociólogo y comunicador Rafael J. Féliz García, conocido como Ninito, es el de menor edad de todos los posibles ministros. Egresado con honores de la Facultad de Ciencias Económicas y Sociales de la Universidad Autónoma de Santo Domingo, con maestría en Estudios Caribeños de la Pontificia Universidad Católica Madre y Maestra y consultor de varios proyectos nacionales e internacionales de investigación social en materia de política, cultura y juventud. También ha representado al país en decenas de eventos a nivel mundial.
Fue el Coordinador Nacional de Jóvenes Unidos por el Cambio, adscrito al Gabinete Presidencial de Luis Abinader durante la campaña. Ha ocupado diferentes posiciones directivas en organizaciones y movimientos sociales desde su adolescencia, destacándose como secretario de Deportes y Recreación del Movimiento «La Multitud» (2010-2014), secretario de Bienestar estudiantil en la Asociación de estudiantes de Sociología (UASD) (2015-2018) y secretario de Relaciones Internacionales en Fuerza Juvenil Dominicana (UASD) (2015-2018). En todas estas funciones pudo desarrollar un fuerte activismo social.
Actualmente se desempeña como vicerrector de Extensión y Vinculación del Instituto Técnico Superior Comunitario de San Luis, designado por decreto presidencial. Allí ha trabajado en la articulación de la academia con la sociedad, logrando la inserción laboral de cientos de jóvenes en condición de vulnerabilidad, procedentes de sectores populares de todo el país.
En su vida privada, es políglota, fue deportista de alto rendimiento en la disciplina del Taekwondo, CEO de NomadasRD y emprendedor del mundo inmobiliario en el negocio familiar. Es hijo del catedrático universitario Rafael Nino Féliz, de la UASD.
