Presidente Abinader llamó a Iberoamérica a enfrentar unida producción y abastecimiento de alimentos a precios razonables.

_Al inaugurar la la XI Conferencia Iberoamericana de Ministras y Ministros de Agricultura, propuso identificar las barreras técnicas que dificultan el comercio de bienes agropecuarios entre los países, ante necesidad de seguridad alimentaria._

 

Santo Domingo.– El presidente Luis Abinader llamó a los países de Iberoamérica que comparten la misma visión y empeño por el desarrollo y bienestar de los pueblos a asumir el compromiso de aunar esfuerzos y explorar oportunidades de colaboración a favor de la agricultura y la producción de alimentos.

Al inaugurar la XI Conferencia Iberoamericana de Ministras y Ministros de Agricultura, de la cual República Dominicana es sede, el mandatario hizo varias recomendaciones.

 

El jefe de Estado urgió a tomar medidas e hizo recomendaciones ante la crisis mundial por el impacto del COVID-19 y la guerra de Europa.

 

El mandatario advirtió que nunca como ahora es más necesario enfrentar, unidos, los retos de mantener abastecida, a precios razonables, la cadena de suministro de alimentos, y al mismo tiempo, garantizar la rentabilidad del productor.

 

Propuso la creación de un mecanismo permanente de consulta que permita a los países identificar la presencia de barreras técnicas que dificultan el comercio de bienes agropecuarios entre los países.

 

Además, coordinar el intercambio de tecnologías agropecuarias y cuando sea posible realizar planes conjuntos de generación de investigación agropecuaria y ejecutar programas de becas para la formación de especialistas agropecuarios e intercambio de conocimientos.

 

También, organizar eventos técnicos que permitan conocer los avances en áreas especializadas y científicas de la agricultura y ejecutar programas conjuntos para el desarrollo y aplicación de tecnologías amigables con el medio ambiente que conlleven la descarbonización de la agricultura.

 

Asimismo, abogar ante los organismos financieros internacionales por la canalización de recursos al sector en condiciones diferenciadas de los demás sectores en términos de tasas y plazo y la creación de un fondo de estabilización de los precios de los fertilizantes de forma que los Estados puedan recurrir a dicho fondo para evitar transferirlo al agricultor.

 

Igualmente, crear una comisión de coyuntura permanente para la seguridad alimentaria de nuestros países en la actualidad. Donde haya un país que tenga problemas, todo Iberoamérica debe tener y compartir y ayudar en su solución.

El presidente Abinader estuvo acompañado del ministro de Agricultura dominicano, Limber Cruz y el secretario general Iberoamericano, Andrés Allamand, en la sesión inaugural de esta conferencia realizada en el hotel El Embajador.

 

Retos de producción

Abinader expuso que la celebración de esta cumbre de ministros de agricultura no podía tener lugar en un momento más oportuno dada las grandes dificultades que enfrenta la producción de alimentos en el mundo en estos momentos.

 

En ese orden, expresó su agradecimiento en nombre del gobierno la asistencia de los ministros y la contribución a la búsqueda de soluciones compartidas a los problemas de la agricultura de sus países.

 

Dijo que la celebración de esta cumbre de Ministros de Agricultura de Iberoamérica ocurre en un momento singularmente oportuno, aunque difícil, por las secuelas de la pandemia del COVID-19 y las disrupciones en el intercambio comercial de bienes alimenticios.

 

También, citó los últimos eventos derivados del conflicto bélico entre Rusia y Ucrania que ha disparado a niveles exorbitantes los precios de los fertilizantes y la energía, insumos imprescindibles para la producción agropecuaria, son factores que conforman un cuadro complejo que pone en riesgo la seguridad alimentaria de los pueblos.

 

«Celebro esta cumbre porque nunca como ahora la cooperación y el entendimiento entre naciones habían sido tan necesarios para enfrentar los retos que significa mantener abastecida, a precios razonables, la cadena de suministro de alimentos, y al mismo tiempo, garantizar la rentabilidad del productor», significó.

 

Y agregó: Creo no exagerar si afirmo que esto es el mayor desafío para todos los gobiernos de nuestros países.

 

El gobernante indicó que la agricultura no es una simple actividad productiva, que si bien, de ella dependen sectores económicos importantes, su mayor importancia consiste en ser fuente indispensable de la alimentación de toda la humanidad.

 

«Cuando la agricultura entra en crisis su impacto se siente, no solo en la alimentación y nutrición de las personas, sino que contribuye a aumentar las enfermedades, profundizar la pobreza y acelerar las migraciones», advirtió.

 

Precisó que la agricultura es una actividad profundamente determinante de la estabilidad política y social de las naciones.

 

«Justamente, eso es lo que estamos viviendo a escala global: una crisis de los sistemas alimentarios producto de los altos costos de los insumos de producción agrícola como los fertilizantes, la energía y el transporte”, expuso.

 

Nombró también por los precios de los granos básicos como la soya y el maíz, de los cuales depende la producción de proteína animal, cuya fuente principal son las carnes y la leche.

 

Señaló que a los viejos problemas estructurales de la agricultura y la ruralidad hoy se agregan nuevos, más complejos y desafiantes.

 

Se refirió al calentamiento global y el cambio climático, las limitaciones económicas de muchas naciones para invertir en investigación y desarrollo tecnológico.

 

Citó, igualmente, la escasez y costos de los insumos productivos, la baja inversión financiera privada en agricultura, la presencia de plagas y enfermedades que limitan el intercambio comercial entre países.

 

Mencionó la existencia de sociedades más exigentes en cuanto a la calidad e inocuidad de los alimentos que consumen, entre muchos otros elementos que impactan la actividad agropecuaria.

 

«Todos estos factores que acabo de mencionar merecen la atención de nuestros gobiernos y estoy seguro que forman parte de la agenda de discusión de esta cumbre, porque nuestros pueblos están a la espera de respuestas concretas a estos complejos problemas», expresó.

 

700 millones de habitantes

 

Abinader expuso que Iberoamérica, con su más de 20.5 millones de kilómetros cuadrados que suman los territorios de los países miembros, dispone de las mejores tierras agrícolas del planeta.

 

Del mismo modo, de las mayores fuentes de agua y diversidad de climas que la convierten en una región privilegiada para la agricultura y la producción de alimentos, no solo para su población de casi 700 millones de habitantes, sino también para cubrir parte de la demanda global.

 

Sin embargo, precisó, debido a que gran parte de los incrementos en productividad de las cosechas de granos y cereales en muchos de los países ha sido el resultado del uso intensivo de fertilizantes, esta capacidad productiva se está viendo seriamente amenazada por la reducción en la aplicación de estos insumos a consecuencia del alto costo de los mismos.

 

«Esperamos que los aportes que surgirán de este importante evento contribuyan efectivamente al diseño de políticas públicas e iniciativas capaces de garantizar sostenibilidad y rentabilidad a nuestros productores y una alimentación suficiente y de calidad a los ciudadanos de nuestras naciones. Es su derecho y nuestra obligación», puntualizó Abinader.

 

La Cumbre

 

Durante el evento, que se realiza por dos días, los funcionarios analizan los principales desafíos y oportunidades que tiene este sector para lograr el desarrollo sostenible de los países miembros de la Conferencia Iberoamericana.

 

En el cónclave participan las ministras y ministros de Agricultura de los 22 países que integran la Conferencia Iberoamericana.

 

 

Fueron convocados delegaciones de Brasil, España, Portugal Cuba, Panamá, Honduras, Andorra, Chile, Colombia, Bolivia, Nicaragua, El Salvador, Venezuela y Argentina.

 

En la asamblea se tratan los temas de seguridad alimentaria y nutrición, producción sostenible, resiliencia y agroecología, el desafío del comercio internacional del sector agroalimentario ante la crisis de las cadenas de suministro, la transformación digital del sistema agroalimentario y la agricultura familiar.

Esta reunión forma parte del calendario de actividades que desarrolla el país en el marco de la Secretaría Pro Tempore que ostenta de este organismo internacional.

 

Los resultados serán llevados a la XXVIII Cumbre Iberoamericana de Jefes de Estado y de Gobierno que se celebrará en nuestro territorio bajo el lema “Juntos por una Iberoamérica justa y sostenible”.

 

El ministro de Agricultura

El ministro de Agricultura, Limber Cruz, manifestó que esta Conferencia de diálogo sobre el tema Seguridad Alimentaria Incluyente y Sostenible en Iberoamérica les reúne para la búsqueda de un mejor futuro en el que se garantice una sociedad con mejor producción, nutrición, ambiente y calidad de vida.

 

«En nuestro país estamos comprometidos con la transformación agropecuaria nacional, con mayor y mejor producción, con las mejores variedades, priorizando la nutrición de toda la ciudadanía”, destacó Cruz.

 

Afirmó que esta estrategia, impulsada bajo el liderazgo del presidente Abinader tiene como fundamento el mejoramiento de la calidad de vida de todos los dominicanos y dominicanas, con un enfoque de inclusión y sostenibilidad social, ambiental y económica.

 

Agregó que esta práctica se concreta en programas como la titulación, acceso al crédito a través del Banco Agrícola, desarrollo de infraestructura rural, con material genético de alta calidad, asistencia técnica y capacitación y el fortalecimiento del sistema de investigación, desarrollo e innovación.

 

«Deberíamos aprovechar esta oportunidad para fortalecer nuestras alianzas, reflexionar y construir juntos las nuevas ideas que nos conduzcan a desarrollar la agricultura que requerimos para estos nuevos tiempos, con un destino próspero y con seguridad alimentaria», planteó el ministro de Agricultura.

 

Liderazgo del presidente Abinader

El secretario general Iberoamericano, Andrés Allamand, destacó el liderazgo del presidente Abinader para organizar esta Conferencia, de la que aseguró, surgirán importantes acuerdos que nutrirán la Cumbre Iberoamericana que tendrá lugar el 24 y 25 de marzo del próximo año, en Santo Domingo.

 

«La verdad presidente que la reunión que usted convoca es muy importante, pero también muy oportuna y de alguna manera viene a terminar con una situación en virtud de la cual los ministros del área no se habían reunido desde hace más de 10 años, un plazo ciertamente excesivo», expresó.

 

Al respecto, consideró que el contexto de esta reunión es importante y oportuno por la situación que se vive y puso como ejemplo que hace una semana la FAO publicó la variación que sufrió el índice mundial de los precios de los alimentos durante el mes de marzo que fue de más de un 12% respecto del mes anterior y descrita como un salto gigante.

 

Advirtió que la situación latinoamericana es muy compleja por ser la región donde más aumentó la inseguridad alimentaria por la pandemia del COVID-19 en el 2020 y que Organismos Internacionales hacen ver que el hambre en la región alcanzó sus niveles más altos desde el año 2000.

 

En el acto estuvieron presentes el ex presidente Hipólito Mejía; el ministro de Relaciones Exteriores, Roberto Álvarez; el administrador del Banco Agrícola, Fernando Durán y el viceministro de Política Exterior Multilateral, Rubén Arturo Sillié.

 

También, representantes de la Secretaría General Iberoamericana (SEGIB), la Organización de las Naciones Unidas para la Alimentación y la Agricultura (FAO) y el Instituto Interamericano de Cooperación para la Agricultura (IICA).
