Presidente Abinader emite decreto 668-22 que dispone medidas para prevenir y perseguir invasiones y ocupaciones irregulares de la propiedad privada y el Estado.

Mediante el decreto 668-22, de este viernes 11 de noviembre, el presidente Luis Abinader dispuso una serie de medidas para prevenir y perseguir las invasiones y ocupaciones irregulares de la propiedad privada y del Estado.

 

El decreto dispone de manera particular que los extranjeros que sean debidamente procesados, serán expulsados conforme a las atribuciones constitucionales del presidente para ello, y no podrán regresar al país, para lo cuál se dan instrucciones a una serie de órganos como el Ministerio de Interior y Policía, el Ministerio de Relaciones Exteriores, la Dirección General de Migración y la Policía Nacional.

 

Algunas de las medidas adoptadas consisten en la creación de una unidad especializada en la Policía Nacional para la prevención y persecución de las invasiones y ocupaciones irregulares de la propiedad privada y del Estado.

 

En el mismo tenor, se instruye al ministro de Interior y Policía y al director general de la Policía Nacional, para que en el marco del debido proceso y de conformidad con la ley, procedan con la persecución y sometimiento a la justicia de aquellos extranjeros que participen en ocupaciones ilegales de terrenos de propiedad privada o propiedad del Estado.

 

En relación a los extranjeros para con los que se compruebe la comisión de las violaciones de propiedad privada, se instruyó también al director general de Migración para que ejecute su expulsión del país, e impida de manera definitiva a personas en estas circunstancias ingresar nuevamente a territorio nacional.

 

Respecto a esta última medida, se dispuso por igual que el Ministerio de Relaciones Exteriores instruya a los consulados de la República Dominicana establecidos en los países de origen de los ciudadanos extranjeros que incurran en la violación de la ley que señala el presente decreto, a establecer un registro particular, con el propósito de que estos ciudadanos no puedan optar jamás por ningún tipo de visado o permiso de entrada al territorio de la República Dominicana, así sea en calidad de turista o de residente.

 

El decreto resaltó que es de alto interés para la presente Administración la preservación de la seguridad nacional y el orden público, así como la protección del derecho de propiedad consignado en el artículo 51 de la Constitución de la República.

 

Asimismo, se señala que el gobierno dominicano ha luchado durante años por asegurar la efectiva tutela del derecho de propiedad, que resulta hoy en día particularmente relevante para fortalecer la seguridad jurídica, por lo que deben tomarse todas las medidas necesarias para impedir las ocupaciones irregulares o invasiones a la propiedad privada.
