Obispo Castro Marte advierte de la presencia en el país de francotiradores contra los planes de seguridad ciudadana

Se inicia con éxito Seminario Internacional sobre Seguridad Ciudadana Post Covid en América Latina

SANTO DOMINGO.- El obispo de la Diócesis de La Altagracia, Jesús Castro Marte, tronó contra quienes denominó “francotiradores” que quieren frustrar los planes de la seguridad ciudadana que han puesto en marcha las autoridades por lo que instó a la población a luchar contra el pesimismo para poder seguir hacia adelante en beneficio del país.

“En la República Dominicana se avanza a pasos firmes hacia la seguridad ciudadana, lo que se refleja en la llegada continua al país de turistas en cantidades récord”, manifestó al dar la bendición en el acto de apertura del Seminario Internacional Seguridad Ciudadana y Convivencia Postcovid en América Latina, que se celebra en la Universidad Autónoma de Santo Domingo (UASD), en el que participan representantes de ocho países.

Destacó los esfuerzos del Ministerio de Interior y de la Policía Nacional, que han anunciado medidas determinantes para la seguridad en el país, con el incremento del patrullaje y la presencia de los agentes en los barrios, donde conversan con la gente.

“Es justo valorar la gran unidad que se observa entre el ministro Jesús Vásquez y el director de la Policía, mayor general Eduardo Alberto Then, lo que ha conquistado el apoyo de sectores académicos como la UASD y otras universidades, que juegan un rol importante en la formación académica para la reforma policial”, indicó.

Exhortó a que esa misma unidad brille en cada uno de los sectores del país, que no haya un concepto personalista, sino que lo importante sea la preparación y el apoyo de todos, empresarios, autoridades y las personas de buena voluntad vamos a construir un país tranquilo, seguro, donde se respiren aires de paz y sana convivencia.

El seminario continúa este miércoles en el auditorio Manuel Cabral de la Biblioteca Pedro Mir de la UASD.

De su lado, el rector de la casa de altos estudios, Editrudis Beltrán, al pronunciar las palabras de bienvenida del acto, valoró como positivo los esfuerzos que ha venido realizando el Gobierno en procura de mejorar la seguridad ciudadana en beneficio del país, y la sana convivencia, lo cual se traduce en beneficio para comerciantes, empresarios y demás sectores de la vida nacional, en especial el turismo.

Reafirmó el compromiso de la UASD para la reforma policial que ejecuta el Ministerio de Interior y Policía, por lo cual tiene previsto facilitar profesores para la habilitación de los docentes del Instituto Policial, y que gestiona tres mil becas de licenciatura y otras formaciones.

En tanto que, el vicepresidente ejecutivo de la Fundación Institucionalidad y Justicia (FINJUS), Servio Tulio Castaños Guzmán, destacó la importancia del evento, ya que el mismo sirve de base para conocer la realidad que viven los países de la región en materia de seguridad, tras los efectos dejados por el covid 19.

«Esto es muy importante porque acercar a toda la sociedad, a los sectores y organizaciones de la sociedad civil que trabajan el tema de seguridad, y en especial a las instituciones del Estado que buscan conocer lo que está pasando en los países del área y tener un marco referencial común sobre el tema», manifestó.

Señaló que hemos sido convocados para analizar y sugerir propuestas que ayuden a comprender y a enfrentar los fenómenos de la violencia y la seguridad, variables fundamentales que deben ser controladas para la paz, el desarrollo y la convivencia social.

Añadió el interés de las instituciones convocantes en que el evento contribuya a contextualizar el papel de la sociedad civil en la región dentro de los procesos de reformas e incidencia en los temas de la seguridad, con énfasis en que las organizaciones sociales, académicas, empresariales, jurídicas y territoriales, jueguen un rol más activo en los procesos de definición, programación y diseño de políticas públicas enfocadas en el mejoramiento de la seguridad ciudadana.

CLAUSURA

Para este miércoles, desde las 9:00 de la mañana hasta las 5:00 de la tarde, en el mismo auditorio Manuel del Cabral de la Biblioteca Pedro Mir de la UASD, estarán como expositores Luis Ernesto García, exbrigadier general de la Policía de Colombia; David Ortega Pagoaga, comisionado de la Policía hondureña; y el mexicano Miguel Garza Flores, especialista en Reforma Policial.

Además, los dominicanos Cándido Mercedes, sociólogo experto en el tema, el comisionado ejecutivo para la Reforma Policial, José (Pepe) Vila del Castillo, y el criminólogo y especialista en Defensa y Seguridad Nacional, Ricardo Nieves.

Igual expondrán Pedro Hernández, subsecretario de Planificación y Desarrollo Institucional de la Liga Municipal Dominicana; Mariano Rodríguez, expresidente del Tribunal Superior Electoral, y Rosa Alcántara, coordinadora de la carrera de Medios Digitales y Comunicación Social del Intec.
