La Cámara de Cuentas recomienda a las autoridades gestionar la recuperación de los montos pagados en exceso y sin documentación justificativa.
SANTO DOMINGO.- La Cámara de Cuentas divulgó este viernes su informe sobre la investigación de varios contratos firmados por el exministro de Obras Públicas Gonzalo Castillo con una empresa que le suministró asfalto y combustible al Estado.
Los contratos, que causaron pérdidas millonarias al Estado, fueron suscritos con la empresa General Supply Corporation entre 2016 y 2017, “sin que se evidencie el proceso de contratación correspondiente”.
La Cámara de Cuentas identificó una serie de pagos en exceso en los tres contratos investigados, que suman 1,275 millones de pesos; mientras que el Estado dejó de percibir impuestos por cerca de 172 millones de pesos debido a estas operaciones.
Además, se detalla que el Ministerio de Obras Públicas y Comunicaciones (MOPC) pagó 3,500 millones de pesos al Banco de Reservas, ente público que financió varias obras públicas, sin el soporte documental necesario para justificar los pagos.
Entre otras irregularidades, la Cámara de Cuentas señala que la empresa carecía de licencia para vender derivados de petróleo y apunta que varios de estos contratos se firmaron sin el necesario permiso del presidente de la República.
La Cámara de Cuentas recomienda a las autoridades gestionar la recuperación de los montos pagados en exceso y sin documentación justificativa.
Asimismo, se recomienda elaborar un plan de acción correctivo para mantener un control efectivo, tomando en consideración las observaciones y conclusiones del informe, para después remitir un informe de cumplimiento a la Cámara de Cuentas, en un plazo no mayor de 90 días.
